feels this will help the downtown merchants compete with the Shopping Centers. The Police Chief was
asked to check into this matter.
Councilman Weiss read the following prepared statement on Bohannon properties:
I have had several calls over the week end calling qr attention to an article
appearing in the Palo Alto Times relative the possible annexation of certain industrial
lands to the city of Menlo Park. I wish to quote two brief excerpts, which are as
follows:
Mr. Bohannon is quoted as having stated his reasons for choosing Menlo Park
instead of Redwood City- "Is that Menlo Park has maintained a uniform council and has ..ri
advanced methods and ideas indicating good government which he feels will continue."
Then Mayor Ford of Menlo Park is quoted - "That Bohannon has agreed to abide by
city restrictions against "heavy" industry and that the development will be controlled
as to the architecture of the buildings, set -backs, off street parking and landscaping."
Such a xpressions of feelings and thoughts should be disturbing to us, it is to me,
and should serve to place us on notice that we had better take stock and find out what
is wrong.
In the area to be annexed to Menlo Park, it is said that some $100,000,000 worth
of development will be involved; Whereas, in a residential development of equal land
area or even somwaht larger could expect not much more than some $10000.000 worth of
development. Also wer must bear in mind that the headaches, need for additonal city
services are also in the inverse proprortion, that is it is more expensive to service
a new residential area of the same size as a similar industrial area. Yet our city has
been and still is favoring the residential type of development almost to the exclusion
of industry of any type.
That leads me to ask - Had we not better evaluate the situation and determine
which way we are to head our progress? Would not a well balanced program be more
logical? I believe that it would be most -logical for the Mayor to take under advisement
the possibility and advisability of setting up either a council committee or a non-
partisan, non-political citizens committee to explore the whole problem for the benefit
and guidance of us all.
The Mayor announced that he had planned to bring this matter up at the Wednesday night study meeting.
Councilman Weis read the following prepared statement: °
Since ny election and industion into office, I have been afforded the opportunity and
privilege to attend two conferences for Mayors and Councilmen held under the auspices
of the League of California Cities.
I have found both of them very enlightening and educational. It has been and is my
purpose to be guided by the principles there propounded to the fullest extent possible
for the benefit of all the peolle and the community. -
Having just returned from the second of sid conference, I want to make it a part of
the record, that for my part I feel that notwithstanding the personal feelings,
thinking and attitudes, of some of my colleagues I am on equal footing with any of them;
the people have not only duly elected me to office but they have provided the means
for my attending these conferences; that nyr attendance at said conferences hips served
to convince me that the principles and modes of procedures I have and am espousing are
• in accord with good councilmanic practices.
At the time of induction into office and on several occasions since I have publicly
offered to do my sincere best to wokk in harmony and to cooperate in the performance
• of our duties in the best interests of all of the people as opposed to those seekers
of special favors and privileges which every community is plagued with. I now again
urge the same provided I am not obliges to sacrifice principles or be a part to-a6tions
that would impair the trust and confidence of the people.
Claims 20626 through 20775, totaling $131,388.89, were ordered paid on motion of Councilman Spillers,
seconded by Councilman Granger. Councilman Weiss made an amendment to the motion that the Council
finds that the amount of $150,000 is the reasonable amount for those who attended the convention*
The City Attorney recommended that the amendment be seconded and the motion carried. Councilman
Stout seconded the amendment to the motion on the recommendation of the City Attorney. The motion
carried.
Councilman Spillers moved that the meeting be adjourned, seconded by Councilman Granger and carried.
Meeting adjourned, 10:10 P.M. Iwo
V
JOHN J.
