341 <br />FINAL ACCEPTANCE PARKING LOT IV. The City Engineer recommended that the improvements be accepted by the <br />City subject to the following conditions: <br />1. Replacement of electrolier standards damaged in shipping, as agreed to by the general contractor and <br />the electrical sub—contractor. The amount of $2,413 has been withheld from the final progress estimate, <br />approved November 5, and should be withheld until satisfactory replacement has been made, or satisfactory <br />credit allowed to the City for the damaged standards. <br />err 2. Guarantee by the general contractor against defective materials or workman ship which may appear within <br />one year from date of acceptance. <br />3. Furnishing by contractor of a written guarantee covering electrolier system as required in Saction 12, <br />Item 19, of the specifications. <br />It is further recommended that the 10% of the contract price, amounting to $189378.46, retained on the <br />final progress estimate, be paid at the expiration of 35 days from the date of acceptance, leaving $2,113 <br />withheld until completion of the electrolier system. <br />Mrs. Jain complimented and expressed his appreciation to Oscar C. Holmes for cooperation throughout the <br />project and for completing the work in less then the allowable number of working days. <br />Councilman Spillers moved approval of the City Engineer's recommendation, seconded by Councilman Britschgi. <br />Councilman Herkner wanted to know why the 10% had to be held up 35 days. Mr. Jain stated that this was <br />standard procedure. The motion carried. Councilman Granger asked that Mr. Holmes be given a copy of Mr. <br />Jain's report. <br />WM F. GRAHAM REGARDING WATER SERVICE LOTS 8 & 9, BLOCK 601, HIGHLANDS OF EMRALD LAKE. The Clerk read the letter. <br />Water Superintendent winter stated that he told Mr. Graham that the reasons for the buildings and water <br />connections he referred to were allowed due to the fact that the wells had run dry. There is no water line <br />in front of this property. <br />Councilman Spillers moved that the permit be denied, seconded by Councilman Britschgi and carried. The <br />Mayor asked that a proper explanation be sent to Mr. Grahm by the Water Department. <br />REPORT ON OPENING OF CONSTRUCTION BIDS FOR THE NEW POLICE BUILDING. (Contract not to be awarded until December <br />10th.) The City Manager reported the following bids were received: <br />Don Gordon, Los Altos <br />Hub Pacific Building Co., Menlo Park <br />$226,745.00 <br />$2o4,19o.00 <br />Councilman Spillers moved to accept the report and the item be carried -on the agenda for one week, seconded <br />by Councilman Britschgi and carried. <br />INTODUCE ORDINANCE AUTHORI7ING ISSUE OF BONDS, NEW POLICE BUILDING. Councilman Spillers offered inroduction of <br />the ordinance, seconded by Councilman Granger. Councilman Britschgi stated that he did not want to publish <br />this ordinance -because of the cost and the fact that he did not know if they would have enought money to <br />do the job. He was of the opinion that they should hold this up one week. Councilman Granger withdrew his <br />POO <br />f second to the motion. Councilman Weiss seconded the motion which lost on roll call with Councilman Britschgi,, <br />Granger and Herkner voting NO and Councilman Stout being noted absent. <br />CITY MANAGER REPORT ON CLINTON STREET BRIDGE. The Clerk read the following report submitted by the City Managers <br />Gentlemen: - Re: Clinton Street Bridge <br />At a regular adjourned meeting held on October 22, 1956s it was proposed that an <br />agreement be entered into with the property owners on Clinton Street, between Roosevelt <br />and Oak Avenue, whereby the cost to each would be limited to the sum of $100, as his <br />hare of the cost of the construction of a reinforced concrete bridge at this location, <br />with the understanding that the remaining cost would be paid for by the City. <br />Since there are 23 lots located on Clinton Street in the block between Roosevelt <br />and Oak Avenue, a contribution of $100 per lot would raise the sum of $2300.00. <br />Based on the City Engineer's estimate of $9800, this would leave a balance of <br />$7500 to be financed by the City. Since there is $3000 available from 1944 bonds, the <br />estimated additional amount that the City would have to pay, would be the sum of $45po. <br />While this method of financing, if applied only to the Clinton Street bridge, might <br />
