ell 42 <br />not be prohibitive, unfortunately it would undoubtedly establish -a precedent for the <br />financing of all similar structures in the future. Therefore, in order that the <br />Council may be fully aware of the financial problem which such a policy might create, <br />I have requested the City Engineer to provide a complete list of similar bridges <br />and culverts that have been constructed in the past, and the method of financing, <br />with a list of similar structures that must ultimately be replaced in the future. <br />This information which as been provided by the City Engineer in considerable <br />detail, may be briefly summarized as follows: <br />1. Heretofore financed by special assessment to property owners, 19, four <br />of which have been aided by 1944 bond funds, and four of which have <br />been aided by other funds. Approximately 16 bridges and culverts have <br />been built as cash projects and financed by early bond issures or other <br />financing. <br />2. Hertof ore financed by subdividers, but were included in the price of <br />new homes and therefore paid for by property owners, 14. <br />The City Engineer further states that presently there are 9 existing wooden <br />bridges in the same category as the Clinton Street bridge that need replacement, <br />of which 5 can be partially financed from 1944 bond funds. <br />Also, that there are 9 bridges or culverts needed at creek crossings where <br />streets have been improved, but where no funds were available for the construction <br />of these structures. These streets are now barricated as a safety measure, and to <br />prevent through traffic. <br />Presently, there are also 2 existing wooden bridges to be replaced with per- <br />manent structures in the Kentfield-PalmwValota improvement district, which are <br />proposed to be financed by special assessment, both of which are subject to a <br />contribution from 1944 bond funds, and one of which is eligible for the use of gas <br />tax funds. <br />Incidentally, the City Engineer also calls attention to the fact that the Fay <br />Street bridge which was recently constructed, was financed by $3000 from 1944 bond <br />fund# , the balance being assessed to the 26 lots facing Fay Street, at $255 per <br />lot, and that this is only one block above the Clinton Street bridge. <br />Also, the Sierra Street bridge was assessed entirely to the property owners <br />of 19 lots at $435 per lot, with no contribution from the City. <br />It is my recommendation that the Council give due consideration to the above <br />facts before a precedent is created by the financing of the Clinton Street bridge <br />in the manner suggested, whereby the City may be called upon to finance all future <br />projects in a similar manner, for which there are no funds currently available, or <br />any method of future financing considered. <br />Respectfully submitted, <br />E. Councilman Herkner moved that the matter be referred to a study meeting, seconded by <br />Councilman Weiss with the addition that the report be accepted. This was agreed to by Councilman <br />Herkner and the motion carried. <br />COUNCILMAN WEISS REQUEST TO SPEAK ON CERTAIN PHASES OF THE C. G. UHLENBERG F, CO. EXAMINATION OF ACCOUNTS AS <br />OF JUNE 30, 1956, PERTAINING TO THE GENERAL FUND. Because of the lateness of the meeting, Councilman <br />Weiss asked that this be carried on the agenda for one geek. <br />DOUGLASS & WOODHOUSE REQUEST EXTENSION OF TIME LAUREL-MANZANITA-HILTON IMPROVEMENT DISTRICT. Mr. Jain <br />stated that he would like to report on this item tonight. He recommended that Douglass & Woodhouse <br />be granted the necessary extension of time without penalty because the work was just about completed. <br />Councilman Herkner moved approval of the recommendation, seconded by Councilman Spillers and carried. <br />CITY ASSESSOR BROPHY recommended approval of a tax refund for the 1955-56 year on Arb. Blk 286, Lot 3-E, <br />owned by Luigi and Esther Pellegrini, arising from a clerical error on the tax roll. Councilman <br />Spillers moved approval of the refund, seconded by Councilman Britschgi and carried. <br />Councilman Granger moved that the City Attorney be authorized to draw up a proper resolution transferring <br />the $13,000 be received from the Port from the General Fund to the Yacht Harbor Improvement Fund, <br />transfer to be effective upon receipt of the money from the Port. This was followed by discussion <br />after which Councilman Granger withdrew his motion. <br />Councilman Britschgi asked who was on the committee for Rapid Transit.
