349 <br />to the Council at a study meeting, each councilman to submit not more than 4 names. The Council will go <br />over the names at the study meeting and pick our 14 names and then submit the names at the countil meeting. <br />It was decided to -,follow the Committee's suggestion. <br />Councilman Britschgi offered RESOLUTION 2119 DIRECTING SALE OF $150,000 POLICE BUILDING BONDS and moved its <br />adoption, seconded by Councilman Granger and carried on roll call, Councilman Stout being noted absent. <br />F" Councilman Spillers offered RESOLUTION 2150 PROTESTING PROPOSED DRAINAGE SYSTEM FOR ATF,'ERTON HEIGHTS -SEQUOIA <br />how AREA DRAINAGE DISTRICT and moved its adoption, seconded by Councilman Britschgi, Councilman Herkner wanted <br />to know the reason for the objections and if the resolution stated the reason. The City Attorney read the <br />resolution at the insistance of Councilman Weiss. The motion carried on roll call, Councilman Stout being <br />noted absent. <br />Councilman Spillers offered RESOLUTION 2151 GRANTING COUNCIL CONSENT TO CIRCULATING PETITION, HIGHLANDS TERRITORY <br />NO. 7 ANNEXATION and moved its adoption,seconded by Councilman Herkner. Councilman Britschgi asked if the <br />Council has a definite policy in regard to the sidewalk and gutters and if the Council plans to make this <br />a set policy on streets in the future. This was followed by discussion after which the motion carried on <br />roll call, Councilman Stout being noted absent. <br />COUNCILMAN WEISS REGARDING POSSIBILITY OF OBTAINING FEDERAL AID FOR PUrBLIC WORKS PROJECTS. The Mayor stated <br />that Councilman Weiss requested that the possibility of obtaining Federal funds for public works projects be <br />investigated. After discussion, matter was referred to the City Manager for report back. City Manager <br />stated there were two sources of funds; the Housing and Home Financing Agency which has money available <br />for plans and specifications providing the City can meet required conditions and stipulations. He has <br />already written for_applicat on forms. The other source of funds for construction is the Public Law 660, <br />84th Congress for which application f orms have also been requested. This application which carried a 30% <br />r - <br />grant must be submitted before.December 15, 1956, however, applicant must have the remaining 70% of <br />t <br />necessary funds on hand and the plans and specifications must be completed by July 1, 1957 if the project <br />is to be undertaken this fiscal year. <br />Councilman Weiss spoke on � he subject, referring to the Federal Housing Act Planning Funds and their availa- <br />bility and the steps the City should take to obtain such grants in the future. <br />CITY ENGINEER RECOMMENDE3 ACCEPTANCE LAUREL-MANZANITA-HILTON IMPROVEMENTS subject to correction of any defects <br />in materials and workmanship which might appear within one year from date of acceptance, and subject to <br />correction of any owrk required by the City Council after the public hearing on the project. Councilman <br />Herkner moved approval of the City Engineer's recommendation, seconded by Councilman Spillers and carried. <br />APPLICATION FOR DANCE PERMIT, HAVEN BELLS SOCIAL CLUB (COLORED) FORESTER'S HALL FRTRAY, DECEMBER 28th. Council- <br />man Spillers moved approval of the permit subject to approval of the Police and Fire Departments, seconded <br />by Councilman Herkner and carried. <br />PUBLIC UTILITIES COMMISSION PROPOSING A MEETING WITH SOUTHERN PACIFIC COMPANY, COUNCIL AND COMMISSION MEMBERS <br />REGARDING CROSSING PROTECTION. The Clerkread the letter. The Mayor suggested that the meeting be on <br />Tuesday, December 11th in City Manager's office at 4:00 P.M., the Clerk to notify them of the day of the <br />meeting. Mr. West asked if the Council could contact the Southern Pacific Company to fix the sidewalk at <br />the Whipple Avenue crossing. The City Engineer was asked to look into this matter. <br />Councilman Britschgi asked that a letter be written complementing the Southern Pacific.Company for their <br />work on fixing Chestnut Streete, Councilman Britschgi so moved, seconded by Councilman Herkner. Councilman <br />Granger amended the motion that they continue to make this type of progress. This was included in the <br />motion which carried. <br />DIVISION OF HIGHWAYS REQUEST CANCELLATION OF TAXES ON,FREEWAY PROPERTY: The Mayor announced that this had <br />been taken off the agenda and will be saved until such time as Assessor Brophy gathers all the requests and <br />
