248 <br />Inspector S. H. Kreiss, Fire Chief J. L. Lodi, Assistant to City Manager L. A. Kimball, Planning Commis- <br />sioner Tiedeman and Account -Clerk Vivian Holmquist. <br />Councilman Spillers moved approval of the minutes of November 19th and November 26th as mailed, seconded <br />by Councilman Britschgi and carried. <br />The Mayor announced that the Courtesy Driver of the Week ,ward will be held over one week. <br />PERSONAL APPEARANCE, THOMAS TUITE, JR. Mr. Tuite stated that there were two matters he had Ito bring up ,4 <br />before the Council. The first was to alert the Council to an article appearing in the newspaper aboutI <br />the Junior Chamber of Commerce taking action to get Spruce Street cut through to the Bayshore Highway <br />from 5 Points. He spoke about their suggestion to cut off Main Street at its intersection with 5 <br />Points. The Mayor announced that he was going to hold a meeting with the Junior Chamber of Commerce <br />sometime this week. Councilman Britschgi was of the opinion that they would be wasting their time <br />because the Council has already contacted the State in regard to Spruce Street. This was followed <br />by discussion. <br />Mr. Tuite's second matter is the matter of a meeting he had with the City Manager and his assistant on <br />September 27th. This was in regard to the overall parking situation in the downtown section of <br />Redwood City. Mr. Tuite asked that some action be taken in regard to this meeting. This will be put on <br />the agenda in two weeks. <br />Councilman Granger offered Ordinance 835 AUTHORIZING ISSUANCE OF $1503,000 POLICE BUILDING BONDS and moved <br />its adoption, seconded by Councilman Spillers and carried on roll call, Councilman Stout being noted <br />absent. The affidavit of publication was ordered filed. <br />Councilman Spillers offered ORDINANCE 836 APPROPRIATING THE SUM OF $28,000 FROM THE CAPITAL PROJECT FUND <br />FOR THE PURPOSE OF CONSTRUCTING POLICE BUILDING AND AUTHORIZING THE CITY MANAGER TO EXPEND SAID SUM <br />FOR SAID PURPOSE and moved its adoption, seconded by Councilman Weiss. Councilman Britschgi raised <br />the question in regard to why this method was being followed. The Mayor explained that they have to "I <br />have the money fef ore they let the bid. The motion carried on roll call with Councilman Stout being <br />noted absent. Affidavit of public a tion was ordered filed. <br />CITY ATTORNEY REPORT ON FOOD ORDINANCE. The City Attorney reported that the City has an ordinance regarding <br />the establishment of food, similar to the County ordinance. He stated that he talked to the District <br />Attorney's office and it was suggested that the Council either include or exclude lodges or organizations. <br />The City Attorney recommended that the Council follow this advice and either include or exclude the <br />organizations. Councilman Spillers moved to have the City Attorney prepare an amendment to the ord- <br />inance with the idea of exclusion of organizations from the ordinance. Councilman Granger raised <br />the question of having this done only to non-profit organizations. This was followed by discussion. <br />Mr. Ott, from the Health Department, stated that there is no fee connected with the permits granted <br />to the Scouts, Cubs, churches, etc. The motion was seconded by Councilman Britschgi and carried, <br />OR <br />Councilman Weiss voting No based on the fact that the word exclude is in the motion. <br />104 <br />Councilman Herkner, co-chairman, reported for the Port Committee. He stated that he and Councilman Granger <br />met with the Port Commissioners to discuss the formation of a Citizens Committee to discuss the Ports <br />present and future activities. They feel that this committee should consist of 14 members -and should <br />be appointed by the Council as a whole, two members by each member of the Council and the Council, as <br />a whole, to appoint the 14 members. This committee should be appointed from industry, business and .dA <br />labor to insure diversified committee. Councilman Spillers moved to accept the recommendation of the <br />committee, seconded by Councilman Britschgi and carried. <br />The Mayor asked that the Council names and suggestions be turned in to the City Manager as soon as <br />possible.
