65 <br />Minutes of the Regular Meeting <br />Redwood City,Council <br />February 6, 1956, 8:00 P.M. <br />Devotional was lead by Reverend E. W. Smith, Pastor of Trinity Presbyterian Church. <br />ON ROLL CALL the following were noted present:. Councilmen Carl A. Britschgi, Floyd D. Granger, Paul Jones, <br />William H. Royer, Robert V. Spillers, Hiram S. Stout, Mayor Sidney D. Herkner and City Clerk R. S. Dodge. <br />Also present were City Manager E. A. Rolison, City Attorney C. Be Currie, Water Superintendent H. L. Winter, <br />Police Captain Theordore Moudakas, Senior Civil Engineer Melvin Moen, Police Chief William Faulstich, <br />Assistant Water Superintendent Warren Mitchell, Fire Chief J. L. Lodi, Building Inspector S. H. Kreiss, Park <br />& Recreation Commissioners Alyn Beals, Irving Gold, Louise Tornell and William Hanley, Planning Commissioner <br />Mitchell Webber, Assessor—Auditor John J. Brophy, Fire Marshal George Asvos, Recreation Director Alfred <br />6W Morton and Account—Clerk Vivian Holmquist. <br />The minutes of January 30, 1956, were approved as mailed on motion of Councilman Spillers, seconded by Councilman <br />Jones and carried. <br />The Mayor announced to the public that members of the Senior Class of Sequoia High School were present tonight <br />and were going to sit in but not take official action as Yourth Day Council members. Mayor Herkner intro— <br />duced the following students: Mayor Irwin Haydock and Council members Duke Stroud, Susan Fincher, Mike <br />Gluskin, Tuhi Barkley (exchange student from New Zealand), Tim McGee and Judy Lee, Secretary. John Quigley <br />was not present. <br />PUBLIC HEARING, ALGIERS MOTEL, ATTORNEY AARONSON APPEALING PLANNING C0124ISSIONIS CONDITION OF 201 SETBACK IN USE <br />PERMIT ALLOWING CONSTRUCTION OF RESTAURANT, BANQUET HALL AND COCKTAIL LOUNGE. Further discussion regarding <br />variance. The Mayor announced that the Council had met with interested people and he asked that all the <br />problems that had been taken up at the study meeting not be repeated at this hearing. The affidavit of <br />F <br />mailing was ordered filed. Mr. Aaronson reiterated his appeal on the condition of the Use Permit. This was <br />followed by a very lengthy discussion in regard to extension and opening of Carlos Avenue at E1 Camino Real. <br />The following people talked on the subject of Carlos Avenue, Mr. Dell Ergo, Ed Boicelli, James Fait, George <br />Dahl, Mrs. Vera Eskin, Norman Erickson, and another member of the Boicelli family. Most of the people spoke <br />against the extension, Mr. Dell Ergo, Ed Boicelli and Mrs. Vera Eskin spoke in favor. Councilman Granger <br />spoke of the possibility of extending Cypress Street Through rather than Carlos Avenue. This was followed <br />by discussion. <br />The Clerk read a petition of the property owners in the vicinity of Oakwood, Carlos and Central Street <br />protesting the extension of Carlos Avenue to E1 Camino Real. There was a lengthy discussion which followed <br />the reading of the petition after which Councilman Britschgi moved that the public hearing be closed, <br />seconded by Councilman Spillers and carried. <br />Councilman Granger asked if there was some solution that the Council could make and still accomplish the <br />thinking of the people involved. He was of the opinion that Cypress Street might be considered. This was <br />followed by Council discussion on Councilman Grangers statement and about the situation of Carlos Avenue <br />opening onto El Camino Real where only a right hand turn could be made. <br />Councilman Britschgi moved that the use permit be granted without the 20' set hack as required by the <br />PWO Planning Commission, seconded by Councilman Spillers. Councilman Stout assumed that this motion reversed <br />�.. the procedure of the Planning Commission. He asked if any official action had been taken in 1944 relative to <br />these plan lines. Councilman Granger stated that the master plan was the guide to future planning and the <br />Council agreed with the plan at that time. Councilman Britschgi stated that the Planning Commission has <br />asked that the Council sit down with them to go over the matters which were set by the 1944 master plan. <br />This was followed by discussion in which Councilman Stout stated that the Council should agree with the <br />Planning Commission and the department heads on this matter and he was going to vote against this motion. <br />
