PROPOSED RESOLUTION REGARDING ANNEXATION FEES. The Attorney read the following proposed resolution. <br />1. The Council of Redwood City has determined and does hereby determine, that the <br />fair value of municipal improvements already paid for by City Taxpayers, which <br />is attributable to property hereinafter proposed to be annexed to the City of <br />Redwood City, is the sum of Seventy -Five ($75.00) per building site in any such <br />territory proposed to be annexed. <br />2. That it is the policy of the Council of Redwood City that all requests for <br />annexation shall be referred to the planning Commission of this City for a <br />recommendation to the Council of Redwood City as to the number of building sites <br />in any area proposed for annexation. <br />...r <br />This was followed by considerable discussion, both in favor and against this resolution. City Attorney <br />explained to the Council that this Resolution merely set the policy for annexation and did not say how <br />the fee would be collected. This was again followed by discussion as to why a resolution was being <br />adopted rather than an ordinance. <br />Councilman Britschgi left the meeting at 10:15 P.M. <br />There was considerable discussion regarding the $75.00 fee. Oddstad Homes representatives feel that this <br />fee is much too high and will tend to stymying the growth of Redwood City. This was followed by discussion. <br />Councilman Britschgi returned to the meeting 10:40 P.M. Councilman Britschgi spoke on the subject and he <br />was of the opinion that a compromise of a $50.00 fee and $25.00 fee on all building permits would be in <br />order and he so moved, seconded by Councilman Spillers. This was followed by discussion in which Council- <br />man Granger was of the opinion that after all the discussion and the study meetings which had been held <br />regarding this matter that the $75.00 fee was not out of line and he would not vote for the compromise . <br />figure of $50.00. He further stated that he would not consider building permit fees tonight. Councilman <br />Royer agreed with Councilman Granger's thinking and suggested taking the building permit fee under <br />advisement. This was followed by discussion after which a roll can vote was taken. The motion lost with <br />Councilmen Granger, Royer, Stout and Mayor Herkner voting No., Councilman Jones being noted absent. <br />Councilman Granger offered RESOLUTION 1979 SETTING THE ANNEXATION FEE POLICY AND FIXING THE FEE AT <br />woo <br />$75.00 and moved its adoption, seconded by Councilman Royer and carried on roll call, Councilman Jones <br />being noted absent. <br />PROPOSED ORDINANCE REGARDING AMENDMENT TO BUILDING PERMIT FEES. Councilman Granger moved to carry this item <br />on the agenda for 30 days, March 12th, seconded by Councilman Royer. This was followed by discussion <br />as to why this should be held over. Councilman Granger stated that he wanted to study the amount of. <br />fees charged throughout the bay area. The motion carried on roll call with Councilman Britschgi voting <br />No and Councilman Jones being noted absent. <br />Cquniclman Granger asked that the City Manager get the necessary information in regard to building permit <br />fees. Councilman Britschgi asked that the City Manager report as to the number of available building <br />sites in the City of Redwood City. The City Manager was directed to carry out the Councils requests. <br />PETITION FOR IMPROVEMENTS, PROPERTY OWNERS OF HILLTOP DRIVE. The Clerk read a letter from the City Engineer <br />wherein he stated that petitions have been received requesting full street improvements on Hilltop <br />Drive between Eaton Avenue and Alameda de las Pulgas. These petitions represent 52.08% of the frontage O.W <br />on Hilltop Drive. The letter also stated that.although this petition does not contain the 60% signup <br />normally required, the Council might wish to proceed with plans and specifications. If the Council <br />wishes to proceed they should authorize the Engineering Department to prepare plans and specificationsp <br />and the City Auditor to advance funds for engineering costs from the General Fund, to be reimbursed by amid <br />the assessment district. <br />Councilman Royer moved 4uthorization be given to the City Engineer to proceed with the work and if <br />necessary to farm out the work, seconded by Councilman Granger and carried.. <br />REIXTOOD CITY WO MIS CLUB REQUEST BAN ON PINxBALL MACHINES.
