73 <br />employed to make necessary preliminary surveys for the development of Stulsaft Park. <br />If this request is approved by the City Council, I would suggest, in the event <br />his office is unable to do this work, that the City Engineer be instructed to <br />negotiate for engineering services, in order to determine the cost of making such <br />contour maps, drawings etc. as he may deem appropriate to determine the most suitable <br />locations for playgrounds and parking lot areas, together with roadways, trails, <br />drainage facilities etc., in order that the development of this area may proceed in <br />an orderly manner. <br />It is understood that the City Engineer will submit an estimate of the cost of <br />said engineering services to the City Council for final approval before proceeding <br />ism with the work. <br />It is also understood that payment for such engineering services will be made <br />from the Stulsaft Park Fund recently established as the result of cinnabar mining oper— <br />ations in this area. <br />Mr. Louis 'Veiss spoke in regard to this matter and he stated that he feels that Stulsaft Park should be <br />Pam <br />left in its natural state the Park Department to clean the ground and provide benches, clean the trails, <br />tow <br />all of which will provide space for the Boy Scouts, Girl Scouts and Campfire Girls without the need of them <br />taking trips to find similar locations for their activities. This was followed by a very lengthy discussion <br />as to the possibilities of Stulsaft Park and the needs it would fill. Also under discussion was the <br />advisability of a topographical map of the area so the Park and Recreation Commission could determine what <br />what was needed and the best use that could be put to the area. <br />Councilman Granger moved that the City Manager be authorised to take the necessary steps to do whatever the <br />Park and Recreation Commission want, seconded by Councilman Spillers,, Councilman Royer asked Councilman <br />Granger to add to his motion that the City Manager bring in a report in regard to the cost. This was followed <br />by dicussion after which Councilman Granger restated his motion to accept the City Manager's report and let <br />him proceed based on his and the Park and Recreation Commission's recommendation and to report back to the <br />Council for approval, seconded by Councilman Spillers. This was followed by considerable discussion after <br />which the motion carried. <br />tkaw STULSAFT COMMITTEE REPORT ON PROPOSED FAIRYLAND. Mr. Vincent Rambo, Chairman, stated that he was not making a <br />report. The Committee has two questions they need answers to before they can proceed. The questions are as <br />follows: <br />1. Whether progress on a master plan of the overall land -use for the Park can be expected soon <br />enough to be of value to the Committee. <br />2. Would the Council consider granting the Committee permission to consult with and solicit <br />some technical assistance and information from the individual or group who may be commissioned <br />to draw the master plan. <br />This was followed by considerable discussion after which Councilman Granger moved that in answer to question <br />#1, when such engineering service is available, this Committee be allowed access to said information. <br />Councilman Royer amended the motion to the end that when the information is ready, the City Manager notify <br />Mx. Rambo, seconded by Councilman Stout and carried. The Council stated that in answer to question # 2 <br />permission would be allowed. <br />CITY ATTORNEY REPORT REGARDING NEGOTIATIONS WITH 49er CLUB. City Attorney Currie made an oral report in which <br />%Mao he stated that a meeting had been held on Thursda <br />ya Feb ruax`Y 9th, with the Park and Recreation Commission, <br />49ers representative and members of the Council present. The Recreation facilities could be improved <br />without any capital -outlay. The City could enter into a lease purchase agreement and lease a portion of the <br />PON" building for a portion of each year for a period of 10 years, the return to almost pay for the building. <br />i„„ He stated that the Committee would like an extension of time to work out this matter, and he also stated <br />that the 49ers looked favorably on this agreement. Councilman Granger stated that he wanted it understood <br />that this was for the good of the City and not a special benefit for the 49ers. The City is in need of <br />these facilities and eventually they would be installed. All credit should go to the Park and Recreation <br />Commission. Councilman xoyer moved that the City Attorney be instructed to draw up such an agreement which <br />will be agreeable to both parties subject to approval of the Council, seconded by Councilman Britschgi and <br />carried. <br />
