Affidavit of mailing was ordered <br />filed. Mr. N. E. Balbontin, 629 Redwood Avenue, stated that the whole neighborhood feels the same now 0" <br />as they did when this was heard by the Planning Commission and they do not want spot rezoning in the area. ,goo <br />He stated he was speaking for 12 neighbors. Mr. Andrew Norris also spoke against the rezoning. This was <br />followed by discussion after which Councilman Spillers moved that the public hearing be closed, seconded <br />by Councilman Britschgi and carried. Councilman Royer moved approval of the Traffic Committee's recommendation, <br />seconded by Councilman Britschgi. Councilman Royer amended his motion and offered RESOLUTION 1978 <br />AUTHORIZING STOP SIGNS AT ALAMEDA AT EACH OF ITS INTERSECTIONS 'PITH VERA AVENUE and moved its adoption, <br />seconded by Councilman Spillers, and carried on roll call, Councilmen Jones and Stout being noted absent. <br />Councilman Stout appeared at 8:30. <br />PERSONAL APPEARANCE, ANDRER NORRIS, 1203 HUDSON STREET, REGARDING DOGS. 1!r. Norris spoke at some length against <br />the dogs running loose in violation of the City ordinance. This was followed by considerable discussion <br />after which it developed that the City officials feel that the ordinance is effective and the situation is <br />considerably better than before the ordinance was drawn up. Members from the Peninsula Humane Society <br />were present and also talked on the situation and the ordinance. Councilman Royer moved that the <br />previous Dog Committee meet with the City Manager and with members from the County and the Humane Society, "woo <br />seconded by Councilman Britschgi and carried. <br />CITY MANAGER REPORT ON PLANNING CO11MISSION RECOMMENDATION TO TT UP FUNDS TO ACQUIRE KEY LOTS FOP STREET <br />EXTENSIONS. The Clerk read the following report: <br />At the last regular meeting held on February 6, 1956, this office was requested to <br />study the possibility of setting up an acquisition fund to acquire key lots for street <br />extensions. <br />It would appear that there are two sources of funds available for capital expenditures <br />of this nature, both of which are extremely limited: <br />1. Gas tax funds, when applied to streets of major importance. These <br />funds unfortunately, are insufficient to finance a number of improtant <br />projects already contemplated, such as the extension of Spruce Street, etc. <br />2. The special five cent capital tax fund which, I understand, the <br />Council intends to allocate for capital projeots,now under consideration. <br />If agreeable to the Council, however, it would be possible in the future to allocate <br />part of the funds raised by the special five cent capital tax, for the purchase of key <br />lots or other necessary areas for street extensions. ...r <br />Assuming one cent of the five cent capital tax were to be allocated, approximately <br />$10,000 per year could be raised for this purpose. If this id done, however, it would <br />be my recommendation that expenditures be subject to a list of projects to be submitted <br />by the Planning Commission and the City Engineer, in the order of their importance, based on <br />a rigid priority program. <br />Councilman Royer moved that this be referred to the Council at budget time, seconded by Councilman <br />Spillers. Councilman Granger was of the opinion that the City Manager and the Planning Commission <br />should be notified so they can submit a written report at budget study time. Councilman Royer included <br />Councilman Granger's opinion in his motion. This was followed by discussion after which the motion <br />carried. <br />CITY MANAGER REPORT REGARDING STULSAFT PLANNING.
