<br />CITY ATTORNEY REPORT ON FOOT BRIDGE BETWEEN JAMES AVENUE AND FRANKLIN STREET PARKING LOT. City Attorney Currie
<br />stated that there had been a misunderstanding on his part and he had not rried to contact We Wilhelm until
<br />today, however, he understood that Mr. Wilhelm was aware of the situation but he had not seen the letter.
<br />Councilman Spillers moved to carry this on the agenda for one week, seconded by Councilman Jones and carried.
<br />CITY MANAGER REPORT ON PROPOSED THREE PHASE SIGNAL AT WHIPPLE AVENUE AND EL CAMINO REAL. The City Manager
<br />reported that during his absence Police.Chief Faulstich and members of the Traffic Fact Finding Committee
<br />had met with State representatives. Chief Faulstich reported that in a verbal conversation with the State
<br />representatives they had committed themselves that they had made a study and an hour check indicating that a
<br />three phase signal would improve the intersection, however, they are still of the opinion that both the three
<br />phase signal and use of the property as set by plan lines would be desireable. The State indicated that
<br />the property would be necessary within the next five or ten years to take care of the grade separation
<br />ocontempleted. The Committee was of the opinion that now was the time to purchase the property.
<br />Changing to a three phase signal will effect the timing with the other signals. Traffic will be held up
<br />longer on E1 Camino Real, the cycle is presently 70 seconds - - a three phase would require 100 seconds.
<br />The cost of installing this signal will be $1,500 which will be shared equally between the City and the
<br />State.
