94 <br />Mr. Tehaney was questioned on each of the conditions and agreed without protest to all of the <br />Commission's recommendations, including the above. <br />Mr. Tehaney stated that he agreed to these conditions under a misunderstanding of his rights of appeal. <br />It was his wrong belief, that, if he did not agree to these conditions or recommendations at the <br />Planning Commission meeting his bubdivision map proceedings would be terminated. Mr. Tehaney spoke at <br />some length on why he objected to the three above conditions. He wanted to put in a cul-de-sac. If he <br />was required to pay $160 per lot subdivision cost he did not feel that he should also be required to <br />put up a bond. He also talked about putting in the half street on Valota Road and also on Sierra Street. <br />Engineer Moen compared this subdivision with similar circumstances in Carleton Court. This was <br />followed by a lengthy discussion which included the Council, Mr. Moen, Planning Commissioner Greenwold <br />and Mr. Tehaney. Fire Chief Lodi spoke against cul-de-sacs. Councilman Spillers moved that the public <br />hearing be closed, seconded by Councilman Stout and carried. ...r <br />There was considerable discussion in regards to the paving of one-half of Sierra Street and/or the <br />paving of one-half of_Valota. Councilman Spillers moved to accept the Planning Commission's recommend- <br />ations,. leaving out the condition of paving on Valota Road. There was discussion on how this property <br />in question would be assessed when Valota Road is improved. Councilman Stout seconded the motion because <br />he was of the opinion that Valota Road should be put in all at one time. Motion carried. Councilman <br />Granger asked the engineers if lines have been set for Valota Road. Engineer Moen stated that plans <br />are being prepared now. The letter which was approved (Planning,Commission recommendations and conditions) <br />was the supplemental letter wherein the subdivider will not have to produce a bond, but only -be required <br />to pay the $160 per lot to provide money for the assessment district when it is formed and provide funds <br />to acquire drainage easement to conform to Carleton Court requirements. <br />PROPOSED BRANCH LIBRARY REPORT BY COUNCILMAN STOUT. Councilman Stout stated that the Library Board selected 01" <br />the site of Roosevelt School. The school will lease the land to the City for $1.00 per year for 99 years. <br />The Library building will not require any capital outlay and will not increase the tax rate. Councilman <br />Stout moved that the City Manager be instructed to contact an architect to provide preliminary plans, <br />seconded by Councilman Granger, Councilman Jones stated that the Library has the money to build the <br />building. Motion carried. <br />PUBLIC HEARING, PROPOSED OFFICIAL PLAN LINES FOR WIDENING OF JEFFERSON AVENUE. Affidavit of mailing was <br />ordered filed. There were no written protests. Mr. W. J. Grace, 1353 Jefferson Avenue, spoke at some <br />length and wanted to know haw much land the City was going to require, 5' or 122". This question brought <br />on a very lengthy discussion as to what land would be required, the present property lines, the proposed <br />property lines, the width of the proposed street, expenditure of gas tax money, effect of a possible <br />change in the fire rates because of the narrow street with the present traffic condition and present <br />set back of houses compared to the effect of later set backs in the event Jefferson Avenue is widened. <br />There were a number of people present, some in favor and some against the proposed improvement and plan <br />err <br />lines. Councilman Royer moved that the public hearing be closed, seconded by Councilman Spillers, and <br />carried. <br />Councilman Granger was of the opinion that a 60' street could be had and still protect the rights of the <br />people in the area. Councilman Granger then moved to carry this on the agenda and have the engineers • <br />again check into this matter and look into the thinking of the people involved, seconded by Councilman � <br />Spillers and carried on the agenda for thirty days (April 16th). Motion carried. <br />PUBLIC HEARING PROPOSED OFFICIAL PLAN LINES ROSE AVENUE BETWEEN BAY ROAD AND PAGE STREET. Affidavit of <br />mailing was ordered filed. There were a number of people present regarding the extension of Rose Avenue. <br />Most of the people present did not want to be burdened with the cost of purchasing Mr. V. M. Domer's <br />house and property at 3530 Page Street. Some of the people speaking before the Council were H. K. Lofgren, <br />
