In light of the high volume of traffic on E1 Camino Real as compared to the Whipple <br />Avenue traffic, it would not be desirable to take a portion of the El Camino Real green time and allocate <br />it to Whipple Avenue. Such a revision would be necessary if adequate passage time were to be provided <br />for each leg of Whipple Avenue, and this would result in serious delay and congestion for the through <br />highway traffic. It would also necessitate the removal of the Whipple Avenue signals from the coordinated <br />system which now extends on E1 Camino Real from Whipple Avenue through Jefferson Avenue. In view of the <br />foregoing, they are unwilling to recommend the changeover of the E1 Camino Real and Whipple Avenue signal <br />system to three-phase operation. <br />Councilman Royer asked the City Manager, City Engineer and the Traffic Committee to make their recommen- <br />dations now because of the difference of opinion. He asked that this be cleared up before taking any <br />Council action. City Manager Rolison stated that if the three-phase signal can not go through then he <br />can not see any other alternative but to go along with the plan lines and the City purchase the property <br />in question. Councilman Granger spoke on the matter. City Manager Rolison stated that it should be <br />left as is or if the money can be made available then the City should purchase the property and proceed <br />with the work. Police Captain Moudakas stated that the three-phase signal is out. This was followed <br />by discussion after which Councilman Stout moved that the proper authorities take the necessary steps to <br />purchase the property and that the plan lines as established be approved and adopted, seconded by <br />Councilman Jones. Councilman Hoyer asked that Councilman Stout include in his motion that the City <br />Attorney negotiate with the property owners a' time limit to be set. If an agreement cannot be reached, <br />Condemnation Proceedings Will be undertaken. Councilman Stout agreed to include this in his motion. <br />Councilman Royer then asked maker of the motion to indicate the above was based on the recommendations <br />of Department heads. This was also included and the motion carried. <br />A recess was declared at 11:30 and reconvened at 11:35 P.M. <br />Attorney Dennis Woodman spoke in regard to the abandonment of East Fuller Street. He stated that he had been <br />asked to present a petition of protest to the closing of East Hiller Street. The petition had 27 <br />sighatures. Mr. Woodman asked that these people be notified when this comes up for public hearing. <br />Councilman Britschgi moved to turn this petition over to the Bounty Board of Supervisors. Councilman <br />Royer asked that a copy of this be sent and the original be kept in the City files. Council Royer <br />seconded the motion which carried. <br />CITY ENGINEER REPORT PMARDING PIEDMONT WAY. In his report, the City Engineer stated that this street appears <br />on the map of Highlands of Emerald hake, but has never been opened up or graded. The two owners who <br />appeared before the Council wish to have this street opened up and graded so that they a an have access <br />to allow construction of new homes on this undeveloped street. A preliminary inspection of the field <br />indicates that approximately 5000 cubic yards of material would need to be removed, which would cost <br />serveral thousand dollars. <br />The Engineers hesitate to recommend that the City assume'the burden of grading this street, or assume <br />the responsibility for maintenance of an additional unimproved streets unless street improvements are <br />petitioned for and assessed against the property owners. As soon as sewer and water mains are installed <br />in this area a great deal of construction will undoubtedly start in this area. The only improvements <br />in the area are of a very low standard, red rock at most, and the City will be faced with a tremendous <br />maintenance problem until such time as improvements are constructed. <br />If the Council should decide to'allow this street to be opened up and graded without standard residential <br />improvements, it is their opinion that the costs should be borne by the property owners. All other streets <br />in the Emerald Lake area were graded by the subdivider, and it is our understanding that the County did <br />not assume responsibility for their maintaJAce except for occasional grading to keep them passable. <br />A gentleman in the audience spoke for four property owners in the area and stated their thinking as to <br />0 <br />0 <br />OR" <br />0 <br />ff�i <br />
