Those <br />in the audience speaking on the subject were Robert Dell Ergo, representing property owners east of Oakwood <br />Blvd. Frank Viand, 150 Carlos Avenue, Keith Cole, owner of Continental Motel, George Doll, 307 ,'Vest Oakwood <br />Blvd., Michael Aaronson, attorney Algiers Motel, James Faite, 543 Carlos Avenue, members of the B oicelli <br />family, 2562 El Camino Real and Mr. Erickson, 328 East Oakwood Blvd. <br />There was considerable discussion regarding the plans lines from East 'Cakwood Blvd. to El Camino Real., <br />Councilman Spillers was of the opinion that the plan lines should be adopted from East Oakwood Blvd. to <br />Madrone Street and not allow Carlos Avenue to continue through to E1 Camino Real. Councilman Weiss agreed <br />with Councilman Spillers. Councilman Granger was of the opinion that the plan lines should be accepted <br />from El Camino -Real to Cypress Street and abandon the strip from East Oakwood Blvd. to Orchard Avenue. <br />Councilman Granger was of the.opinion that Cypress Street could be made into a through street to Woodside <br />Road. <br />The Clerk read a letter addressed, to the Fire Chief from the Board of Fire Underwriters of, the Pacific. <br />The Mayor asked that this letter be made a part of the minutes. <br />Dear Chief: <br />Your letter of -March 29 has been received in reference to,the National Board Grading <br />Schedule item under fire department titled "Conditions Effecting Fire Department Operations". <br />This item evaluates the general condition of streets within a city that will <br />effect fire department operations and response to various areas. This also includes steep <br />grades, draw bridges, poor pavement, heavy traffic and similar conditions that can delay the <br />fire department on its reponse to fires. It also grades the condition of overhead wiring <br />as it obstructs fire department operations.. However, your question deals primarily with <br />the condition of streets as it effects response and maneuverability of fire apparatus. <br />Sub—item A. which refers to the amount of paved streets and/or streets in poor <br />condition, can grade a maximum of 50 points for 100 percent poor condition. Your present <br />grading deficiency under Sub—item A is 10 percent or three points chargeable. Item B <br />which grades conditions causing delays in response to fire alarms for grade crossings, <br />steep grades, narrow bridges, poor paving, heavy traffic, etco can grade a maximum of 90 <br />points for a 100 percent deficiency. At the present time local conditions are reflected by <br />a 25 percent deficiency charge for 18 points. The sum of the two items A and B totals <br />21 points for present conditions. You can see, theref ore, that these items can become an <br />increasingly heavy deficit against the city where conditions are permitted to retrogress, <br />as there is a total factor of 140 points chargeable for a 100 percent poor condition under <br />both items. <br />The grading of this item is primarily on of judgement plus a numerical measure— <br />ment of streets reflecting poor conditions against a total of all streets in the city. <br />It would be our recommendation, therefore, that city officials eliminate whenever possible <br />long cul—de—sacs, narrow streets and other conditions detrimental to good fire department <br />operations and response as a matter of safety to life and property to the property owners <br />of you city. <br />A petition against proposed Carlos Avenue plan lines was submitted to the Council with 240 signatures. <br />This petition was presented by George Doll. Councilman Weiss moved to close the public hearing, seconded <br />by Councilman Spillers and carried. <br />Councilman Spillers moved to accept the Planning Commissionts recommendation with the plan lines stopping <br />at Madrone Street and abandoning the portion from Madrone to El Camino, that is.accept the plan lines from <br />Madrone to Oarchard Avenue, the plan lines from E1 Camino Real to,Madrone to be deleted. City Engineer <br />Jain stated that it should be changed to include Madrone Street. Councilman Spillers included this in his <br />motion. This was followed by discussion in r_�gard to whether or not Madrone Street had been considered by <br />the Planning Commission. City Attorney Currie ruled that plan lines could not be set without a public <br />hearing first being set by the Planning Commission. Councilman Spillers withdrew his motion and then <br />moved to deny the planning Commission's recommendation And that it be referred to them that plan lines be <br />drawn as shown on the present plan lines as indicated only stopping at Madrone Street and including Madrone <br />Street in the plan lines, seconded by Councilman Britschgi. This was followed by discussion after which <br />Councilman Britschgi withdrew his second. Councilman Spillers amended his motion to include Cypress Street <br />also in the plan lines. Councilman Britschgi seconded this motion. Councilman Stout was of the opinion <br />that the motion was ambiguous and suggested that the motion be made in two parts. Councilman Spillers <br />
