On a point of order, Councilman Weiss read the following prepared <br /> statement: <br /> It is my feeling that in order to better protect the welfare and interests of all <br /> the people and to avoid granting extreme powers to the Board of Adjustments or to the <br /> Council in the exercise of the right of imposing conditions in the granting of variances, <br /> the following changes in the proposed admendments are essential: <br /> a. Par. 10 - page 9 - Sec. 20.4 <br /> After the words "general welfare" there should be inserted the words - "provided <br /> that no conditions requiring the dedication of any lands without proper compensation <br /> shall be imposed." <br /> b. Par. 11 - Page 9 & 10 - Sec. 20.5 <br /> On page 10, line.,2, after word "and" there should be inserted the words - "at <br /> least 5 days." <br /> wollo <br /> On page 10, line L , there should be leiminated the words - "a written record and <br /> report of the action" and there should be substituted instead the words - "a written ....gi <br /> record and report of the action, together with all pertinent documents bearing on the <br /> subject." <br /> In addition to the foregoing, since these ammendments for all purposes will <br /> create new types of zoning areas, it would behoove us to consider and make provisions <br /> that would reulate the continued use of and the gradual amortization of non-conforming <br /> uses. <br /> Model ordinances on the subject are available - after reasonable study and <br /> exploration suitable ordinance to meet our particular requirements should be introduced for <br /> eventual adoption. <br /> Louis Weiss, Councilman <br /> The Mayor repeated Councilman Spiller's motion which was seconded by Councilman Weymouth and carried. <br /> PERSONAL APPEARANCE, DEMETER & PRINE OF PENINSULA TRANSIT LINES REGARDING PENDING LEGISLATURE. W. B. <br /> Prine, General Manager of the Peninsula Transit Lines, asked the Council to support the local bus <br /> company in regard to the bill before the State Legislature which is set for hearing on May 20th. <br /> In order to continue the type of operation they have been conducting, they will have to have help in <br /> ""'11 <br /> subsidies. He spoke at some length in regard to the problem facing their company. Mr. Prine also <br /> explained what would be facing the City in the next few months as far as bus transportation is <br /> concerned. They are having a meeting on May 16th with San Carlos, Redwood, Menlo Park and Palo <br /> Alto to discuss the problem. If the Council would back the Urban bill now before the legislature, <br /> it will help his company with their financing in an estimated amount of $ 700.00 -a month. <br /> Mr. Laird also protested the rezoning of the area. The-Mayor announced that the rezoning would <br /> be taken up at the next Council meeting and he would be allowed to speak at that time. <br /> CITY MANAGER REGARDING OFFICE SPACE IN POLICE BUILDING FOR CITY ATTORNEY. The City Manager reported <br /> that a plan has been developed by the City Attorney and Chief of Police whereby office space in <br /> the new police building may be made available for the City Attorney. If approved, this will require <br /> the installation of temporary partitions and other minor changes, at a cost of approximately $1,000. <br /> Since this will eliminate office rent and at the same time provide more suitable quarters for the <br /> City Attorney, it is the recommendation of the City Manager that authority- be granted for the <br /> issuance of a change order for this work to be done under the architect's supervision, as requested. <br /> by the City Attorney and the Police Chief. The request was attached to the City Manager's letter. <br /> Councilman Spillers moved approval of the City Manager's recommendation, seconded by Councilman <br /> Granger. Councilman Weiss asked if there was any money appropriated for this change. The City <br /> Manager stated that there was some money available in the construction fund. The motion carried. .. <br /> PETITION REQUESTING COMPLETION OF FARM HILLS BOULEVARD. The heading of the petition r eads as follows: <br /> "We respectfully suggest that you allow Mr. Oddstad thirty days to complete construction on <br /> Farm Hills Boulevard since such time appears to be reasonable. If Mr. Oddstad is unable to <br /> complete this work with this time, we respectfully suggest that the City use the funds provided by <br /> the Performance Bond posted to insure completion of this project. <br />
