He referred to an article appearing in the newspaper stating that <br /> Lthey were represented at a study meeting. He wanted the records to show that they were not represented at <br /> the study meeting. They did not approve of the assessment district but they would go along with the <br /> Council. However, they wanted to ask the Council to keep in mind and not allow rezoning to R-3 if Oddstad <br /> Homes later find that single dwellings cannot support the assessment bonds. Councilman Spillers stated <br /> that he lived only a few doors down from Mr. Gillanders and for information purposes Mr., Gillanders did <br /> not represent all the people in the area. From people he had talked to, Mr. Gillanders represented <br /> approximately 50% of the people in the area. <br /> Councilman Weiss referred to the happenings of the study meeting held the previous week when a question <br /> was asked as to where an individual was employeed. It was the general opinion of the Council that in <br /> the future such a question will not be asked and thus protect the citizens rights. <br /> FURTHER CONSIDERATION, PROPOSED ACQUISITION OF LOTS 28 AND 29, BLOCK 908, HIGHLANDS OF EMERALD LAKE, SUBJECT <br /> TO SEWER AND WATER ASSESSMENT. City Attorney Costello and Mr. Lebsack investigated this matter had come to <br /> r" the following conclusions: <br /> 1. A determination must be made as to whether or not any portion of this <br /> y p property is requred for any <br /> public use, that is, widening or alignment of Jefferson Avenue or a similar use. <br /> 2. If it is determined that there is a potential and desirable public use for a portion or all of the <br /> property and it is determined that the City should acquire the property, the following additional <br /> problems present themselves for determination: <br /> [:: <br /> (a) The reversionary interest in the property is held by the Bank of California, National Association <br /> as trustee for certain named heirs of the former owner, namely, A. Doulps McBryde. <br /> (b) The County has indicated informally that they would be willing to deed their interest to the <br /> City without charge if the reversionary interest could be acquired by the City of Redwood City. <br /> (c) In the event of acquisition by the City, it would be necessary that the City pay the assessment <br /> levied on lots which are estimated to be a total of 02,400.00. <br /> (d) Some payment will undoubtedly have to be made to the Bank of California, as trustee, for the <br />
