ADOPT ORDINANCE AUTHORIZING AGREEMENT WITH DUMBARTON FIRE PROTECTION DISTRICT. The mayor ordered the <br /> affidavit of publication filed. The Clerk read the title of the ordinance. Councilman Spillers <br /> offered ORDINANCE 857 AN EMERGENCY ORDINANCE AUTHORIZING AGREEMENT' BET'',TEEN DUMBARTON FIRE PROTECTION <br /> DISTRICT AND CITY OF REDWOOD CITY FOR FURNISHING FIRE PROTECTION BY THE CITY- WITHIN SAID FIRE PROTECTION <br /> DISTRICT and moved its adoption, seconded by Councilman Weiss and carried on roll call, Councilman <br /> Herkner being noted absent. <br /> FURTHER CONSIDERATION, PROPOSED ANNEXATION FARM HILLS ADDITION NO. 1. The Mayor announced that the papers <br /> had been turned in the City Attorney had a change he wanted to make and asked that the matter be <br /> continuted for one week. Councilman Stout moved to continue this matter for one week, seconded by <br /> Councilman Spillers and carried. <br /> irma <br /> PROPOSED ASSESSMENT DISTRICT, FARM HILLS BOULEVARD AREA. The Clerk read the following letter from Herbert <br /> Frahm, Civil Engineer: <br /> Submitted herewith is a fully executed petition covering the completion of improvements <br /> on Farm Hill Blvd from Farm Hill 1 to Jefferson Ave. This petition is the beginning of <br /> formal procedure necessary to complete the work by assessment proceedings. Also submitted <br /> is a letter dated May 13, 1957 from the Pacific National Fire Insurance Company stating <br /> that the assessment procedure does not jeopardize the City's rights under applicable bond. <br /> For the edification of the Council members who might wish to have a recap of our prior <br /> meetings and committments we offer the following information. <br /> The firm of Oddstad Homes and Hitchcock and Chamberlain, developers of the Farm Hill <br /> No. 1 sudivision entered into an agreement dated 22 Dec. 1955 covering completion of Farm <br /> Hill 1 and Farm Hill Blvd to Jefferson Avenue. Pacific National Fire Insurance Company <br /> Bond No. BP 51652 was written to guarantee completion of this work. Through a series of <br /> meetings with your body we proposed to complete the improvements covered by the bond and <br /> agreement relating to Farm Hill Blvd off the limits of Farm Hill 1 by assessment proceedings. <br /> Several questions were resolved during the procedure. These included the elimination of <br /> assessment against the G. A. Davis property, elimination of acquisition of previously <br /> completed work, and agreement to exclude and City of Redwood City property from the assess- <br /> ment. It was established that the most direct way of accomplishing the outstanding work <br /> was to assess property of Oddstad Homes only and to proceed under and assessment program <br /> in accordance wtih provisions of the Improvement Act of 1911, as amended. ' <br /> The work as outlined would be a project valued at approximately $611,800 with orai <br /> assessments of $2400 on each normal 6000 sq. ft. or larger building site. It is proposed that <br /> the undersigned be designated design engineer and the firm of Currie, Lebsack, and Hannig <br /> be designated attorneys for the conduct of proceedings for the work. <br /> Very truly Yours, <br /> Herbert 'Frahm, Civil Engineer <br /> The Clerk also read the letter from the Pacific Nation Fire Insurance Company with r egard to Bond <br /> No. BP 51652, Oddstad Homes and Hitchcock & Chamberlain, Ltd. There was also a petition for <br /> assessment proceedings signed by A. F. Oddstad, President, and Elma D. Oddstad, Secretary, For <br /> Oddstad Homes. <br /> There was some discussion following the reading of the above mentioned letters and petition. <br /> Councilman Weiss asked questions about the concrete wall to be erected next to the Davis property <br /> and he also wanted to know if the department heads involved with this had gone over the matter. <br /> This was followed by disussion. <br /> Councilman Spillers moved to accept the petition and it be made a part of the minutes, seconded wow <br /> by Councilman Weymouth and carried. <br /> PETITION FOR ASSESSMENT PROCEEDINGS <br /> The undersigned hereby certify that they are the owners of all of the property <br /> described in Exhibit "A" attached hereto and made a part hereof. <br /> The undersigned hereby petition the Council of the City of Redwood City to <br /> initiate appropriate assessment proceedings as determined by said Council to <br /> complete the work of improvement of Farm Hill Boulevard between Farm Hill Subdivision <br /> No. 1 and Jefferson Avenue by constructing and installing therein finish grading, <br /> paving, curbs, crusher-run base, gutters, sidewalks, driveway approaches, <br /> electroliers and any and all appurtenances reasonably necessary to complete the <br /> same as determined by the City Engineer and Street Superintendent of the City of <br /> Redwood City and as set forth in the plans for the improvement of Farm Hill Boulevard <br /> heretofore approved by the City Engineer of Redwood City. <br /> The undersigned further agree to pay andy and all incidental expenses, engineering <br />
