" ; page 3, garbage <br /> disposal district, change sentence from "monthly fees will still be the same 12; per <br /> cent" to "monthly fees will still be the same 12- per cent . " Councilman Weiss asked <br /> that the same set of minutes be corrected on page 6 in regard to routes A and B. He <br /> asked that the minutes indicate that the Council objected to Route A, however, they had <br /> L. no objection to Route B. The motion carried . <br /> CONTINUATION OF PUBLIC HEARING ON MASTER LAND USE PLAN. The Mayor indicated there was going <br /> to be some changes and because of that the Council feels that this matter should be <br /> referred back to the Planning Commission for further consideration and study . Council- <br /> rom <br /> him man Spillers moved that this matter be referred to the Planning Commission . Councilman <br /> Herkner stated that there has been some objections to R-3-G zoning across the street <br /> from Hyde Street . Councilman Weiss read the following prepared statement: <br /> "The public has been heard and their objections have been indicated and should <br /> be taken cognizance of . To supplement the peoplet ' objections, I now wish to state <br /> mine in more or less general terms . <br /> As a result of the expression of views by various members of the Planning Commission'. <br /> our Planning Consultant and members of this council, I am left with the impression this <br /> proposed Master Land Use Plan is supposed to envision the gradual development and more <br /> especially the uses to which specified areas will be assigned; that we are using a <br /> period of some 20 years as the basis for the plan; that we are considering a potential <br /> population of some 80,000 people, which it is expected we may attain within that <br /> period; that as expressed by a member of the Commission we should work toward the ideal <br /> use of the land as proposed . <br /> The firm employed to prepare this Master Land Use Plan has furnished us with <br /> certain statistics and certain definite basic principles amongst which are indicated <br /> the ideal acreage requirements for a city of 80,000 pooulation. <br /> I presume that they have taken into consideration our terrain, area, type of <br /> community and other related factors . I do not quarrel with their statistics or other <br /> proposed ideals as indicated, but I am constrained to state that I cannot reconcile <br /> their proposal with their recommended or stated ideal . <br /> As examples, I cite the ideal is indicated as 2400 acres for R-1, but the proposed <br /> plan provides for only 1714 acres, thus the plan as spbmitted is short 686 acres . As <br /> for R-2, the ideal is indicated as 2)10 acres, but the- plan provides for 162 acres only, <br /> or a shortage of 78 acres . For multiple dwellings such as R-3 to R-1-, the ideal is <br /> stated as 160 acres, yet the plan sets up 491 acres, or an excess of 331 acres . Not to <br /> overlook commercial and other properties, I cite the ideal for C zone is indicated as <br /> 240 acres, while the plan sets up 360 acres, or an overage of 120 acres . In other areas <br /> similar large discrepancies are apparent . <br /> Gentlemen, i realize that the ideal is Yard to attain, that there must be certain <br /> concessions or deviations, but if we are to be realistic in spending the peoples ' money, <br /> we certainly must be more prudent in our estimates and our approach. I realize that the <br /> re-orientation of property uses to conform with any set ideals cannot be attained over <br /> a period of 20 years but is a corollary that unless the plan is based on a sensible <br /> approach and ideals to he attained clearly indicated as a guide we can never attain it . <br /> It thus follows that this plan should for the guidance of the Planning Commission, the <br /> Council, the people now resident, the people that will come to reside, invest or <br /> speculate, more clearly deliniate our ultimate aim and goal in th4 use of the lands <br /> available to us . <br /> I therefore feel that it is incumbent upon us, this council, to see that this plan <br /> for which we have contacted and for whit the taxpayers are going to pay, will be in <br /> such form as to clearly guide us over the years, with periodic revisions to permit us to <br /> attain the ideal ultimately. " <br /> Councilman Weiss offered an amendment to the motion that this proposed Land Use Plan be <br /> returned to the Planning Commission and the contractor with the request that it be re- <br /> examined, re-evaluated with a view to bringing it more nearly in conformity with the ideal <br /> they have indicated and that the plan be redrafted so as to more nearly conform and indicate <br /> the specific assignments of the most suitable areas and proper acreages for each of the <br /> various usages and/or zones . Further that the Planning Commission give consideration to <br /> recommending to this Council at an early date an amendment to our zoning ordinance as will <br /> outline and provide for the gradual elimination of non-conforming uses on a reasonable <br /> amortization basis . The Mayor ruled both the motion and the amendment out of order; the <br /> public hearing must be closed first . <br />
