Councilman Granger raised <br /> the question as to whether they should wait until such time as the annexation is filed <br /> with the State. The City Attorney stated that there wasn' t any legal reason why both <br /> petitions should be circulated at the same time. This was followed by discussion. The <br /> Mayor stated that he thought that the circulating of the petitions at the same time would <br /> only delay the matter. The people might be confused as to which petition they had <br /> signed because the petition would not be ready to be circulated at the same time. There <br /> is also a chance that the annexation proceedings would not pass. This was followed by <br /> discussion after which the motion lost on roll call with Councilmen Herkner , Spillers, <br /> Stout, . Weymouth and Mayor Royer voting NO. <br /> LETTER FROM THE HEALTH DEPARTMENT REGARDING ENLARGEMENT OF THE SEWAGE REATMENT PLANT. The <br /> Clerk read the following letter from the Health Department: <br /> "With reference to your letter of May 21, 1957, regarding se ,age treatment <br /> plant expansion at Redwood City, this department is in complete agreement <br /> that the enlargement of the treatment plant will materially assist ih <br /> carrying out adequate disinfection practices. <br /> In view of the fact that the only recreation at the present time being <br /> practiced in Redwood Creek and Steinberger Slough is boating, the necessity <br /> of adequate disinfection is not quite as much of a requirement as would be <br /> necessary should there be swimming. It is true that at times boats overturn <br /> and individuals are thrown into the water and thereby are exposed to disease <br /> that might be contained in the contaminated water. <br /> This department recommended to each of the cities along the bay that in view <br /> of the many plans being discussed regarding expansion of recreation where it is <br /> propsed to use the slough and bay waters that serious consideration should be <br /> given by each of the cities to the practice of disinfection, especially during <br /> the recreational season. I would interpret that Redwood City is following <br /> along in good faith by proposing to carry out disinfection with the enlargement <br /> of their treatment facilities. It should be understood though, that should <br /> Redwood City propose to change their present recreational program whereby <br /> swimming or water skiing is to be considered, that some degree of disinfection <br /> should then be considered. " <br /> Very truly yours, <br /> Eugene Mason Howell <br /> Public Health Engineer <br /> City Engineer Jain stated that the Health Department had written two letters to the Council <br /> during the past couple of years in regard to the same matter. He further stated that <br /> it was the Council' s thinking that they should wait for the enlargement of the Sewage <br /> Plant before taking any action. Mr. Jain stated that he asked the authorities to wait <br /> until the City could pass the bond issue for the improvements at the Sewage Plant. <br /> Councilman Stout moved that the letter be filed and the City Engineer' s office write a <br /> letter to the Health Department explaining the situation. Councilman Herkner raised the <br /> question in regard to the possibility of putting up "No Swimming" signs. Mr. Jain stated <br /> that he did not think a letter was necessary because the Health Department was aware of <br /> the problem and they were just putting the Council on notice. Councilman Stout changed <br /> his motion to have the letter filed and made a part of the record, seconded by Councilman <br /> Soillers and carried. <br /> LETTER OF COMMENDATION, RAINBOW-DE OLAY MOTHER' S CLUB. The Clerk read the letter wherein the <br /> Mother' s Club thanked Mr. Fred Wood, custodian, for giving so much able assistance. <br /> Councilman Weiss moved that the letter be filed and a copy be referred to the Veteran' s <br /> Commission, seconded by Councilman Herkner and carried. <br /> APPROVAL SAFE AND SANE FIREWORKS PERMIT, PLAZA TOY AND PARTY SHOP, 232 WOODSIDE PLAZA. Coun- <br /> cilman Herkner moved approval of the Fire Department' s recommendation, seconded by Coun- <br /> cilman Stout and carried. <br />
