4 9 9 <br /> The City Manager stated that they were having a meeting of the Department Heads and <br /> they will discuss this matter at that time. They have some material from the State on <br /> this same subject. The Mayor stated that they could study this at the study session. <br /> Councilman Granger asked that the minutes be checked to see what the Council stated <br /> they were going to do. <br /> Claims 22615 through 22709, totaling 475,165.16, were ordered paid on motion of Councilman <br /> . wry <br /> Stout, seconded by Councilman Spillers. Councilman Weiss asked if all the funds have <br /> been appropriated and if there were any water refunds in the claims . The City Auditor <br /> indicated that all the funds had been appropriated and there were no water refunds. <br /> The motion carried. <br /> Councilman Spillers moved that the meeting be adjourned to June 10th at 8 :00 p.m. , seconded wJ <br /> by Councilman Weymouth and carried. Granger, Sidney D. Herkner, <br /> Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. __ <br /> Dodge. Councilman Spillers was noted absent. Also present were City Manager E. A. <br /> Rolison, City Engineer Glenn M. Jain, City Attorney Robert J. Costello, Water Superinten- <br /> dent H. L. Winter, Building Inspector S. H. Kreiss, Assessor-Auditor John J. Brophy, <br /> Police Chief William Faulstich, Fire Chief J. L. Lodi, Police Captain Theodore Moudakas, <br /> Fire Marshal George Asvos, Assistant to the City Manager L. A. Kimball and Senior <br /> Stenographer Clerk Vivian Holmquist. <br /> CONTINUATION OF PUBLIC HEARING ON PROPOSED TWELVE AMENDMENTS TO ZONING ORDINANCE 600. Mr. <br /> Chester Lebsack asked that the Council adopt an R-3-G zoning classification and asked that <br /> it be made a part of the Zoning Ordinance. The Mayor announced that the Council was <br /> going to r..fer proposed amendment to the Planning Commission for consideration of the <br /> following: <br /> 1. Professional office definitions : The Council wishes the Planning Commission to <br /> explain why advertisers, real estate and insurance offices will not be allowed. PPRIN <br /> 2. Neighborhood Commercial Districts : i'he Council would favor increasing the maximum <br /> floor area allowable only for "food stores" from 5,000 to approximately 10,000 to <br /> 12,000 square feet. They also would favor deleting the provisions in the height <br /> limitation which would allow construction above 35 feet. They would like an <br /> explanation for the 15 foot front setback requirement. <br /> 3. One member of the Council is desirous of adding a sentence to the proposed <br /> Section 20.4 which would prohibit the requirement of dedication of land as a <br /> condition for granting a variance. <br /> Councilman 'Weiss read the following prepared statement: <br /> it is my feeling that in order to better protect the welfare and interests of all <br /> the people and to avoid the arrogating of extreme powers, to the Board of Adjustments, or <br /> to the Council for that matter, in the exercise of the right of imposing conditions in <br /> the granting of variances and use permits, I offer and submit the following changes for <br /> consideration and inclusions in these amendments in addition to those already mentioned: <br /> Proposed changes Secs 20.4 - par. 10. After the words "general welfare" there should <br /> be inserted the words - "provided that no conditions requiring the dedication of any <br /> lands or other property without proper compensation shall be imposed. " <br />
