Counci]anan Spillers <br /> maved that this be car�*ied on the agenda for two weeKS, the �lerk to send copies of the <br /> �, agreement to each member of ythe Council for study, seconded by �Councilman Stout and <br /> carried. <br /> COUNCILMAN WEISS R�GARDING PROPOSID A1�NDM�ITS TO GHARTER. Councilman 1nFeiss read the following <br /> prepared statement: <br /> ' On several occasions in the past I have endeavored to obtain Council action with a a,,,,� <br /> ' view to establishing some method to provide f'or a review of' our charter and develop <br /> any needed revisions in the light of modern day practices and developments. <br /> Y� <br /> I am especially interested in and e�m convinced that the provisions of our charter are <br /> rather vague and somewhat ambi�uous as to procedure involving fiscal matters and <br /> budgeting. <br /> We all must realize that procedures and practices over the nearly three decadea since our <br /> ' charter was adopted have been greatly improved and systemized. Also that our community <br /> , has grown from a little village to a thriving, I hope, metropolis, thus necessitating <br /> ' greater� efficiency and acuman if we are not to bog down for lack of proper or$anization. <br /> For several years now, and more especially this past year, we have had considerable <br /> , difficulties and discussions as to propriety and methods of procedure. Naturally we <br /> must take steps to face the various problems��realistically, and one very essential <br /> requirement is the updatin� and clarifying of our charter provisions. <br /> Ne�t April we are to have our regular Municipal election, that should b e an ppportune <br /> time to have appropriate charter amendments included on the ballot. Of ourse, if we <br /> are presenting a suitable progra�, well thought out, we must lo�ically take action now <br /> to set up a suitable and competent committee to study our needs and requirements; form- <br /> ulate their recommendations so it can be submitted to the Council by sometime early in <br /> November; that would permit proper study by the Council and the holding of several <br /> pubZic hearings before finalizing the proposed changes for submission to the elector ate <br /> in A,pril 1958• " �� <br /> Councilman Weiss maved that this metter be referred to the Mayor to take the necessary „�„� <br /> action, seconded by �ouncilman Stout. The Mayor stated that the City Attorney and the <br /> City Manager have been requested to check into the Charter and make their recon�rnendation <br /> as a committee on any suggested changes they m ay deem necessary. This was followed by <br /> discL�ssion. Councilman Granger stated th at he believed the Charter was a good charter � <br /> �� <br /> and they had a good committee who cheeked this back in 1949. He was of the opihion <br /> that the Ch arter was in good form even though it might be outdated in a few places . At <br /> one time the Council tried to have the Charter changed to have the budget set far sixty <br /> days and that was turned down. Councilman Granger referred to work the Council had done <br /> and considered during 1951. He sug�;ested that a copy of the 1951 report be given ta each <br /> member of the Council. Councilman Stout was of the opinion that the Charter should be <br /> _. _ ����a..«. ,.�__ <br />
