This ne� law covers participation in t�he cast of railraad grade aeparatiarss to a limited e�ctent by the Stat,e High�►ay Department� e�en thazgh tne erossing is ncrt located upo� a State Highwa�y. The bill is lcmg and quite ca�- plicated: and spec3.fic rules have not as yet been issued a� to its appliaatiari. Brief7,q� harever� it (1) provides that the Pablic Utilities Co�mnission prepare a priority list oF grade crossings to be separa�- ted, to be used as a guide in the allocation of funds� and (2) participation in the coat by tYie railrc�d� the State� ar�d the local agency. The participation by the Division oP Highways is equal to one-halt c�f' the lxal agencyfs share, and the railroad�s contribution is a minimum of 10 percent� �rhere an eaisting crossing is to be closed. It is �suggested-that yaa may wish to revien this neR law more elosely and irH- f orm your�elf regarding its pro�visions. I am unable to make a coQnni.tment at this time as to possible contribution by the State to a aeparation atructure over El Camino 8eal. Before they would give consid.eration to such participation� it xill be neceasary that a feasible plan be worked aut and,some idea as to the total coat be ava3lable.
