Kreiss and Senior Stenographer Clerk <br /> Vivi.an �Iolmquist. <br /> Councilman Weiss moved approval of the B�inutes of September 3� 1957s as mailed� s econded by Councilman Staut and <br /> carried. <br /> PUBLIC HEARING ON PLAiJNING OJMMCSSION�S REC(I+RMENDATION FOR OFFICIAL PLAN LINES� SPRUCE STREET BETINEEN EL CAMINO <br /> REAI, AND BROAI�PAY. The affidanit of publicatian was ordered filed. � The folla�ving people addressed the <br /> Council with regard to the plan lines: Fred Hamilton� Hae�ard Lester; Prancis Britschgi� representing <br /> Betsie Frank; Mark Hite� 319 A Street; and 'Jack Leonard� representing Mrs. Plecq. There was considerable ' <br /> discussion with regard to the possibility of setting a ti�ne limit on the plan lines in the event the State <br /> does not see fit to make this �treet an eacpressrray. Also under discussion was the possibility of Manzanita <br /> Street being c nsidered for the expressway rather than Spruce Street. Councilman Herkner moved that the <br /> Y..� <br /> public hearing be closed� s econded by Councilman VPeiss and carried.. <br /> Councilman Weiss moved that the qu�stion of plan lines be refarred to the City Attorney for the necessary �� <br /> papers to be drawn up for the plan lines� seconded by Counci7lnan Herlmer. Councilman Stout asked if there <br /> was any vray in which they could i.nclude in the resolution s�e ray to make the State give a definite ans— <br /> wer within the next six months as to whether or not they are go;�ng to proceed with�ruce Street. This was <br /> follvwed by discussion. <br /> Councilman Weiss c1id. not'�elieve that Councilman Staut�s thinking should be included in the resolution ar�d <br /> and would not change his motion. The motion earried �mll ca11 with Councilman Spillers and Mayor Royer <br /> being noted absent, <br /> Cauncilman Herkner moved that the Cit,y Manager be directed to do everything in his pvwer to ge� action on <br /> the impravement of Spruce Street. Councilman �Peiss asked that they a dd that tha City Manager make a periodic <br /> report on the progr�ss and ev�ery Couneilman do everything in his pawer to expedite the aatter� the Clerk to <br /> place the item on the a genda in 60 days. The affidavit of public— <br /> ation wa� ordered filed. Counci]man Herkner asked to disqualify himsel£ as he was a property amer in the <br /> vicinity that is being considered on this public hearing. Mr. Eskelin �acplained the plan lines to the Caur�- � <br /> � � <br /> cil and to the people present in the audience. The follvwing people spoke in p�otest of the plan linesz <br /> Dennis Woodma.n� representing I+�rs. Koempel;. A�r. Tessendorff; John Quinn: John Robb� 118 Winslae► Street�, and <br /> Hvward Burt� 501. Standish Street.
