71
Councilman Weiss read the follorer-i.ng preared statempnt: -
At aur last meeting as a result of expressing mbr vierrs and obectiors relative to the demerits
of the Iand Use Plan which ras then under discussion, rr{y good friend Councilman Granger dean
of the Council took violent exeeption to my remarka as being in fact an attack upon the pl.anning
cornrrv.ss.ion its staff and th Council.
The true purport of remarks then as at present is to highli.ght the fact that the Administration,
The Planning Commission and we of the Council have in fact been guilty o£ lack of foresight in plan-
;P" ning for the future and the cntinued welfare of the community and we are thus creating ever greater
} burdens f or the tax payer who ultimately pays all bills.

The present proposal bef ore us - Pan Lines f or Extensior of Industrial Way is a prime example.
The old map of Mezesville 101 years ago envisioned a straight line connection betxeen xhat is
now Z"inslavr Street and what is Industrial Way in San Carlos - two meeting at Cordilleras Creek.
en Redwod City ointly with San Carlos agreed to develop and improve Industrial Way to hipple
' - Avenue - what did we do for our part? We curved or bent rnir portion to the West - it cost the
taxpayer a lot of money but it was done. Ncr someboc thinks that Industrial Way should be eon-
Y, inued to connect with Winslor - So - xhat do we do or propose to do? - naturally Qurve it or bend
it to the East. It can readi.ly be seen fi,hat i.f the pl.anners or this Council had previously in-
sisted on follaWing the straght li.ne ind:cated on that 101 ,year old map tne foresi.ht; af those
people would have served us well. We could nor have a nice wide and straight thorughfare.
r.gr. Granger has been on the C ounci.l much longer than any o.f us especally I he had a hand in all
this - therefor he should not be so touchy when asked to sop look and listen before we lean. He
shauld instead lead the way in every endeavor to .void the mistakes of the past. VPe must realize
that we all make mistakes but Iet us at least learn by our mistakes of the past and avoid repeating I
them.
11e noQr have in addition ta this Industrial Way question several others under way - The Street and '
Taffic Pattern - V9hiple Ave. and E1 Camino Crossing - Hopkins Ave Crossing at E1 Camino and its '
connecti.on with Bayshore or the Ner Freewa3. Would it not be logical to integrate all these as being '
related problems of equal importance? If we process t piecemeal it will cast the taxpayer a lot of
extra money. Let us stop look and listen and then hurry when the solutiari is available.
I suggest that this matter be referred back to the Planning Cammission f or proper integration with
the otherquestions aforementi.oned.
Planning Coamissioners Rambo and Greenwold addressed the Council and state their vievs on the matter. '
Cauncilman 'leymouth moved to continue the public hearing for period of four vreeks. This moticm lost ,
r;
for lacic of a second. ',
Ceunciinan Weymouth moved that the public hearg be closed secnnded by Counci]man Stout and carried
on roll call Caunclman Spillers and tdayor Rayer being noted absent. I
Counc.lman Weymauth moved that they instruet the City"Attorney to prepare the necessary resolution in ,
conjunction with the recommendation made by the Pla,nning Corimission. This motian lost for lack of a '
second.
Counci].man Weiss moved to refer the matter back to the P]anning Corranission to integrate vrith the '
IThipple Hopkins Avenue and the cloverleaf problems witH a request that they submit a single recommend-
aion on the integrated problem secanded by Councilman Stout. his motion lost on roll call with a
- tie votej ,Councilmen Stout and Vleiss voting yes Councilmen eymouth and ayor Pro tem ranger voting
na Councilman Herkner disquali£ying himself and Counci7.man Spillers and Iavor Royer being noedabsent.
. This was followed by discussion in regard to whether or not this wauld be taken up again by the Council.
^^
Couneilman Weiss mcrved that the acti.on of the Planning Carr.ssion to lay plan be denied seconded by
Councilman Stout. This moticm lost on ro31 call witi a tie vote C ouncilmenStout and Weiss voting yes
a Counci.ma,n Weymouth and Mayor protem Granger voting no Cauncilman Herkner disqualifyino himse]..f and ',
Conci]man Spillers and Mayor Aayer being noted absent.
There was eonsiderable discussion as to what action would naw be taken vrhether or not there would be
f
another public hsaring and what Roberts Rules of Order" ►as on this phase of developments. Denni
 '
Woodman asked. that the people portesting taniht be given notice if and when this matter is placed on
the agenda at a later date. -
P[JBI,IC HFRING ON THE PLANNING CCSSIONS RECOMMENDATI(N TO REZONE LOTS 13, 1!t and 15 gLOCK 15 LENOLT
FROM R-1 TO C-2 I}ISTRICT (700 blxk of Ithipple)• Lot 12, Block 15 Lenolt, is to be rezaned fram
R-1 to R-E to act as a buffer zone.
