Councilman Weiss read the folla�ing prepared <br /> 'statements <br /> In vie� af recent developments� I deem it necessary to again call attentian to certain discussions <br /> this Ccruncil had at its meeting of Deoember 10, 1956, and January 7, 1957, wi.th reference to an art- <br /> icle titled "Keeping the Cauncil Informedtt Which appeared in the publication nAmeriean City" and <br /> rrhich 2 called attention to. <br /> If Cauncilmen are to perform theix functions efficiently� they necessarily must be properly informed. <br /> �'~ General7,y and in all logic the great majority of information� data� etc. should come from the City <br /> � bdana�er• In fact� I deea� it one of his paramount duties to prepare all necessary data and information <br /> �,,, on all subjects whether it involves policy or legisl.ative action on the part of the Cauncil. <br /> I am not reluctant to state that I am quite chagrined that I must on marty occasions first learn o� <br /> things by careful perusual of the ne�vspapers� that is where city administration policy or legislative <br /> matters are concerned. As two most recent �amples, I cite: <br /> In the Tribune on August 30� 1957 - I faund a notice of a public hearing on the format�on of <br /> the Oak Rnoll Se�ver Adaintenance District by the County Supervisors. That proj�ct vitally ef- <br /> fects aur city� �et the Co�uncil had no information on the proposal. <br /> � In the Tribur�e on�September 3� 7-95? - I noted an article "Redwood City seeks aid for Sev�er <br /> Job.rr <br /> As I prsviously stated I consider b oth these of vital importance and every Ca�ncilman should be thorough- <br /> :Ly informed. or cognizant of proceedings relativ�e thereto� especially so since both involve policy <br /> decisions� and shauld theref or be brought to Council attenti�n before they break in the press. <br /> To avoid continued recurrence of this nature, I again repeat �r request that this Council go on record <br /> urging the City Manager to '�Keep the Gouncil Informedtt� by weekly letters if necessary to be issued <br /> si.inultaneous with the agenda and to contain at least a sumanary briefing on aZl items of the agenda <br /> that may require.it. Further, that whenever t�he City Manager or a department head considers it nec- <br /> essary to issue a public release or takes action that requires a policy decision� they must furnish <br /> complete and adequate information� in advance� to all Council members." ' <br /> Councilman Herkner moved to refer this matter to the City Attorney f or the necessary reso].utian� <br /> ' secended by Cauncilman Ydeiss and carried. <br /> Counci]snan Stout referred to the traffic congestion on Oxf�rd Street. The str�e'�, is too narraw for the <br /> �a�'s to"be left in the streets ra�ther �han parking their cars in the drivProvay and garages. The <br /> Police Chief stated that they have this prot>lera all over tam. ` <br /> TRAF'FIC FACT FINDIPJG C�MMITTEE RECOT�ENDATION RF7GARDING t4(IIDENING C�' BROAD�fAY VPHEN LIGHTING DISTRICT IS <br /> FOR1,�. Counci]�nan Weiss suggssted that� they consider this when they take up the matter of the <br /> B'roact�ay li.ght:ing problem. <br /> RESOLUTION AUTHORIZING AGRI',EMENT WITH THE SOIITHERN PACIFIC COMPANY REGARDING CROSSING PROTECTION. The <br /> City Attorne,y'stated the reason why this matter was bef ore the Couneil. This was follawed by dis- <br /> � <br /> cussion inregard to the 50;� city share and the°25� oontribution fram the Public Tltilities Cornmisgion. <br /> �""` Ca��ncilman Herkner was of the opinion that the Council should ho]..d. a public hearing before th�y close <br /> Cedar Street.
