This <br /> was followed by more discussion. The City Attorney stated that the City could only build a fence on City <br /> property. Councilman Granger moved that the City Manager be authorized to investigate and take whatever <br /> steps he deems necessary-within the law to protect the pbulic from the dangers from the creek, seconded by <br /> re: Councilman Herkner and carried. <br /> Councilman Granger brought up the matter of street lighting on Broadway and El Camino-Real. The Mayor stated <br /> that the Street Lighting Committee should check into this matter. Councilmen Granger and Weymouth are on <br /> this committee, this was followed by discussion. - <br /> . Councilman Granger spoke about the stopping of the traffic signals working at night at Broadway and El <br /> [:: Camino Real. This was referred to the Traffic Fact Finding Committee for study and report. <br /> Claims 21410 through 21557, totaling $59,499.22, were ordered paid on motion of Councilman Stout, seconded by <br /> Councilman Herkner and carried. <br /> Councilman Herkner moved that the meeting be adjourned until next Monday night, seconded by Councilman Stout and <br /> carried. M. <br /> Invocation was led by Reverend Roland Edgeworth, Pastor First Baptist Church. <br /> ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, Robert V. <br /> Spillers, Hiram S. Stout, Louis Weiss, Ray Weymouth, Mayor William H. Royer and Clerk pro-tem John J. <br /> Brophy. Also present were City Manager E. A. Rolison, City Engineer Glenn M. Jain, City Attorney Robert J. <br /> Costello, Water Superintendent H. L. Minter, Assistant Water Superintendent Warren Mitchell, Police Chief <br /> William Faulstich, Building Inspector S. H. Kreiss, Fire Chief J. L. Lodi, Assistant to City Manager L. A. <br /> Kitball, Planning Commissioners Greenwold and Tiedemann and Account-Clerk Vivian Holmquist. <br /> OATH OF OFFICE: Councilman Granger offered RESOLUTION 2176 APPOINTING DEAN W. TOWNSEND AS AS MEMBER OF THE <br /> PERSONNEL BOARD and moved its adoption, seconded by Councilman Herkner and carried on roll call. Mr. <br /> Townsend took the oath of office. Mayor Royer extended his congratulations and welcomed Mr. Townsend to <br /> the City family. <br /> PUBLIC HEARING PROPOSED REZONING, PORTION LOT D, W. W. & Ali. (STICKNEY PROPERTY, 1st BLOCK OFF OAK). There were <br /> no written protests. Councilman Weiss read a follows: "The <br /> p prepared statement which reads in part as follows. <br /> 4'' Planning Commission has, for the past several meetin s <br /> �g g , proceeded on the premise of holding the line on <br /> rezonings pending final determination and adoption of the proposed Land Use Plan on which public hearings <br /> are now in process. The very night that this matter was being considered by the Planning Commission, <br /> r., several other applications were laid over for that very reason, in fact recently we upheld a denial by the <br /> Commission solely on the gound that the Planning Commission informed the Council that the applicant desired <br /> immediate action and was not willing to have his application held over and await disposition and action <br /> until after adoption of the proposed Land Use Plan. <br /> - - - - It is not shown whether the applicant, in this instance, demanded immediate disposition, if such is <br /> the case then his application should likewise be denied - if on the other hand he has no objection to the <br /> postponement, then his application should be held over as were all others who have consented.-----" <br />
