34 <br /> (Councilman Weiss's complete statement is on file in the office of the City Clerk.) <br /> Councilman Spillers moved that the public hearing be closed, seconded by Councilman Weymouth. Council- <br /> man Granger was of the opinion that the City should not be blocked off until such time as the Land <br /> Use Plan is put into effect. He did not believe that the Land Use Plan indicated any complete change <br /> in the zoning. Councilman Stout wanted to know if this was in conformity with the Land Use Plan, He <br /> was of the opinion that the Planning Commission should state in their recommendation haw the Plan <br /> effects the property. This was followed by discussion after which the motion carried. <br /> Councilman Weiss moved that this matter be held over provided the applicant grants consent until such <br /> time as the Land Use Plan is provided. This motion lost for lack of a second. Councilman Herkner <br /> stated that he believed that this should be held over for one week to see if this conflicts with the <br /> Pima <br /> Land Use Plan. <br /> Councilman Herkner moved that this matter be held up for one week, seconded by Councilman Stout. <br /> Planning Commissioner Greenwold stated that the adoption of the Land Use Plan does not rezone any <br /> property. The Land Use Plan is a guide only. This application in question does not cone under <br /> any area which the Planning Commission considers critical. This was followed by discussion. .The <br /> motion lost on roll call with Councilmen Granger Spillers, Weymouth and Mayor Royer voting NO. <br /> Councilman Granger moved that the permit be granted and approved the Planning Commission's recommen- <br /> dation, seconded by Councilman Spillers and carried on roll call, Councilman Weiss voting NO. <br /> REPORT ON BID OPENING, GASOLINE REQUIREMENTS, YEAR 1957. The following bids were received: <br /> Vendor Net Price <br /> Texas Company $ .2298 <br /> Standard Oil .2349 <br /> Shell Oil Company .2351 <br /> Signal .2113 <br /> Richfield .2118 <br /> Tidewater Associated .2505 <br /> General Petroleum .253 .. <br /> The City Manager recommended that the low bid of TexassCempanyy be accepted. Councilman Herkner <br /> agreed with the recommendation of the City Manager, however, there was one company who use the <br /> "favored nations clause". Councilman Herkner explained the term and stated that since this Company's <br /> bid was over the low bid, he concurred with the City Manager's recommendation. Councilman Stout, <br /> moved that the City Manager's recommendation be approved, seconded by Councilman Weiss and carried. <br /> PLANNING COMMISSION RECOMMENDED VARIANCE TO BAPTIST CHURCH, JAMES AND HUDSON, TO ALLOW 70% LOT COVERAGE <br /> AND WAIVER OFF-STREET PARKING REQUIREMENTS. This variance would allow 70% lot coverage instead of <br /> the normal 110%, and 5' rear yard instead of 15'. At the public hearing held by the Planning Commission, <br /> several persons were present to question the advisability of allowing expansion of the church with- <br /> out the requirement of off-street parking. However, it is the feeling of the Commission that the <br /> existing chrches must be allowed to expand on their existing site in order that they may serve the <br /> wig <br /> community in which they are located. The Redwood City Ministerial Association of 20 churches agreed <br /> to support the action of each churchwhen the plans are first presented to the association. The <br /> First Baptist Church has complied and received the unanimous backing of all. Councilman Stout moved <br /> approval of the variance, seconded by Councilman Herkner and carried. <br /> FURTHER CONSIDERATION ORDINANCE ESTABLISHING NEW SEWER RENTAL CHARGES. The City Attorney requested that <br /> this be turned over to him for further checking and information. Councilman Stout moved that this <br /> matter be referred to the City Attorney, seconded by Councilman Spillers and carried. (This was <br /> again voted on later in the meeting). <br /> COLLINS COMPANY REQUEST PERMISSION TO ERECT A 12' x 48' SIGN ON LEONARD ELY BUILDING, 3116 El Camino Real. <br /> Councilman Spillers moved that this matter be turned over to the City Attorney so he can check to <br /> find out Whether or not this item should be turned over to the Planning Commission or should be <br />
