7 � <br /> Section 15(g) of the Zoning Ordinance is quoted as follows: "Not less than one (1) parking space for <br /> each six (6} seats in any church� lodge� club� social hall.�� <br /> Police Chisf Faulstich reported that the people of the church have been trying to correct the traffic <br /> , conditions. Counci lman Spillers moved that the item be dropped from t� agenda� seconded by Council- <br /> �an Weiss. C rnzncilman Granger� in fairness to the people in the arez, suggested that they c ontinue <br /> this matter and bring it up again in possibly 6 months to see that the conditions are still satisfact- <br /> ory. A lacl�y in the audience stated that these people have instituted another meeting night and they <br /> meet four nights a week naw. They have 190 members in their church and meet from twa to three hours a <br /> � day on Sunday with the people coming and going aIl day 1ong. ChiPf Faulstieh stated that from a traf- <br /> fic standpoint there is nothing the Police Department can d o s�nce they are not blocking driveways and <br /> other entrances to private property. This was �ollawed by discussion in regard to the increase o£ me� <br /> bera in the parish. Counciltnan Grantar �ras of the opinion th�t these people shoul.d be contacted with <br /> � regard to the maximum thinking by their m�.mbers vaith regard to the parking situation• The Ma�or asked <br /> the Police Department to keep the property� and situaticm under consideration. The motion carried. <br /> Counc�lman Granger movEd that the City Clerk addr�ss a letter to the church to make or take every ef- <br /> fort to do something about the parking problem in the area� seconded by Councilman Weiss w:�o asked that <br /> the maker of the�otion change the City Clerk to City Manager. Councilman (}ranger �rould not accept the <br /> change as the City Clerk is the clerk of the Cc�uncil. Crninci].man Vleiss seconded the motion. Hg asked ' <br /> that the record shaw that the Cit.y C]_erk is the clerk of the Cauncil; hawever� the City lt�anagerts duty <br /> as the administrator is to carzy out the wishes of the Co�.xncil. The motion carried. <br /> ADOPT RESOLUTION ESTABLISHING OFFICIAL PLAN LINES, SPRUCE STREET FRO�I EL CAMIIdO REAL TO BROADYPAY. flRr�. <br /> Etiigene Plecq stated that there were 21 home o�rn�rs on the south side of Spruce Street which ig the side <br /> of the street they are considering for the �ight-Of�ray for the freeway. These property crueners have <br /> been living there between 3o and 50 ,ysars. She was of the opinion that the Council should give consid- <br /> eration to Manzanita Street which in her opi.nion is straight whereas Spruce Street is curved• Courcil- <br /> man Stout spoke about the dog leg and stated tYiat at the last meeting he suggested Manaani.ta Street <br /> rat,Y:er than Spruce Street as the f reeRray. He statea that he talked to Mr. Sinclair of the Divisi an of <br /> Highways and askecl hc�r far they have progressed with Spruce Street. Ne talked at some length on the <br /> subject. Councilman �PeisR read the fo].lc�ri.ng prepared statement: <br /> I attended the public hearing on Junipero Serra Freeway last. Thurs�.ay. Seeing hc� carefully and con- <br /> szderately they explore� and �endeavor to obtain the expression of public senti.ment� t�as created certain <br /> doubts in my mind as to whether or not we havs done the same. <br /> There is one perti.nent secticn that I wisY, to quote because I believe it is applicable in the instant <br /> case: I quote: �� sha�ld it be my property rather than the other fel�c�av�s?" the answer: "He will <br /> explain how the contrit�uti� of each department� �rhen added together, indicate that of the possible <br /> . �laces through your cormmanity where a higharay could be placed� t,he one select,ed comes closest to accomp- <br /> l.ishino the greatest public good.; that this location was the culmination of engin.eer�ng and economic <br /> analyses� vritfz special emphasis on crea�ing �he least amount of private injury or inconvenience." <br /> After reacling that, and making a rea�praisa]. of c�ur proeeed�_ngs and looking the area c7ver again� I have <br /> rr�r doubts as to whether vre are follrnrring such principles. For on e thing we have never had arrything <br /> offic�ally from the highway division� it is all off the record talk - and even unofflci.ally I do nat be- <br /> lieve we have no expression that wauld indicate that hlanzanita would not do� or that it may not be pre- <br /> fereable. I also wonder what affect t,he Spruce Street route will have on the S. P. Control Tawer? As <br /> I see it, it also possible that Manzanita rr�a�r be a straighter shoot to V��oodsi.de Road. In view of all thia <br /> I am naw of the opinion that this matter better be held over andthat the City Manager and his staFfbe <br /> directed to make official contact with the District Engineer, Division of Iiighvvays� Mx. B ooker and his <br /> � staff� and with them explore the question and endeavor to get an off�.cail expressian as tc their think- <br /> ing in the situation� withespecial consideration as to whetYier Spruce or P�anzanita is +.,he most desi.re- <br /> able �vhPr. consider�c� in conjuncti�n with the proposed �v�r pass to Woodside Road. <br /> Councilman �Neiss moved that they hold the matter over until the City r�anager contacts tre State High- <br /> r �vay Engineer and obtains their reasons and/or tha.nking on the matter �f Spruce Street. City En�ineer <br /> Jai.n stated that from their studies they knaw the,y can use either one of the streets. It is his think- <br /> ing tlx�t Spruce Street is the best street and he also said it was the thinking of t3�e State Highway <br /> Lepar�tment. He also spoke about the direct angle with regard to an overpa�s. Mr. Jai.n did not think <br />
