<br /> was at the request of the Mayor revie�ed by this committee together with the oral reports of the Mayor and
<br /> the City Attorney relative to a series of ineetinga held �►ith referenc� to such proposal by representatives
<br /> of the trucking industry in various cities in southern San Mateo County.
<br /> !� The problem u2aich this proposal seeks to alleviate arises from the enforce�nt of truck route ordinances es-
<br /> tablished by various southern San Mateo Covnty cities. The effect af the e�cistenee of such ordinances in
<br /> I Rect�rood City� San Carlos� Belmont� and San Matoo has been to greatly restrict the ec�onic movemertts of
<br /> ' goods and materials in San �ateo Caunty� especially on eastarest rautes. The closing of Ra3.s�on Aeenne in
<br /> Belmont had the effect of leaving open only 9Poodside and Crystal Springs Road foa� east-west mavement of
<br /> ! goods and materi.als. The problems created by this funnelling of traffic through li�oodside Road has encaur-
<br /> I aged the City af Woodside to restrict Canada Road and thereby cut off theuse oY i�oodsi.de Road as a�n alter-
<br /> � nate route. Such action �rould leave open �nly Crystal Springs Road and seriously endanger the lega�lity of
<br /> ' the truck raute ordinance in the Cit;� of Rec�arood �ity since no alternative east-�rest route Wauld be avail-
<br /> able in the City. o
<br /> I 2n essence the sub�ect pmposal assumes that rna�ar truck problems arise f"rorn f].eet operations of dirt haul-
<br /> ers rather than the nox�nal commercial t.rucking operations. It is propased that (1) dirt hauling be cca�-
<br /> trollad Rithin each city by a permi.t system coeering the excavation site in conjunction xith conditions
<br /> ', attached to the permit designating the route or routes for the trucks to travel; and (2) that operationss
<br /> of di�rt hauling originating outside the City boundaries in ths Ca.nty be control.].ed by the County Planning
<br /> Commission and Board of Supervisors by attaching conditions to t he ir excavation permits. This would re-
<br /> quire any ap�licant for an excavation permit in an unincorporateel area to present along xith his application
<br /> , a resolution from the variot�s eities through which it will be necessary for him to travel� establishing
<br /> ' conditions as to the route� and the Caunty wauld then make these ccnditions a part o�f" �heir permit and re- �
<br /> � voke the same upon non-compliance. (3) To facilitate intra-county movement of eor�nercial trucke other than
<br /> ' fleet dirt haulers each city would open an additional portion of its streets for con�nereial truck traffi�
<br /> ' and therefore spread the burden whieh presently exists on the particular streets.
<br /> ', Some of the problems xhich this proposal p�esents are the f ollaring:
<br /> (1) In the �riginal proposal, commercial quarries xere e�ccepted fromthe conditions relative to e�rcavation ��
<br /> permits with the result that quarries such as the one ad3acent to the City of Redwood Citq off Edge�ood �
<br /> ' Road xould not be required to coanply �rith the plan. It is understood that this prablem �rill be avoided
<br /> II by including commercial quarries in, the require�nts for eaccavation permits. �
<br /> I� (2) The proposal requests that Red�rood City open Alameda de las Pul�as betxeen Edge�nrood Road and norther7y
<br /> to San Carlos city limits to unrestricted truck traffic. It is apparent that once ariy portion of a street .
<br /> entering the City is established as a truck raute� trucks can then go by the most direct roaite to delieer
<br /> ar�y place within the City. As far as Redarood City ia concerned, in effect this meana that trucks rrould be
<br /> free to use Edgewood, Whipple� Alameda de las Pulgas� and other streets, after entering at Edgse►ood Road and
<br /> Alameda de las Pulgas. Your Commi.ttee suggests thatthis problem be alleviated by the adoption of an ordin-
<br /> ance similar to that vrhich exists in San �atso establishing limited truel� routes vrith a permit aystem �r�iich
