06 . <br /> resolution so it could be made a part of the minutes. <br /> R E S O L U T I O N <br /> WHEREAS, the Board of Directors of the Redwood City Chamber of- Commerce z <br /> considers the matter of the enactment of a sales and use tax in Redwood City of concern to <br /> the business community, and, <br /> WHEREAS, there is now before the city council for its action two proposed ' <br /> ordinances, one of these to enact a sales and use tax for application in Redwood City, <br /> without regard to the enactment of a Uniform Sales and Use Tax Ordinance throughout San- <br /> Mateo County, and the other an ordinance to be enacted for Sales and Use Tax in Redwood <br /> City in the event that a Uniform County Sales Tax be enacted throughout San Mateo County <br /> by the Board of Supervisors, <br /> NO'N, THEREFORE, be it resolved: <br /> That the Board of Directors of the Redwood City Chamber of Commerce does hereby <br /> record its opposition to the Sales and Use Tax Ordinance, which it is proposed to enact in <br /> Redwood City even if a Uniform County Sales Tax Ordinance be not enacted, and, *.mot <br /> BE IT FURTHER RESOLVED, . ..r <br /> That the Board of Directors of the Redwood City Chamber of Commerce. does hereby <br /> record its endorsement of the passage of a Sales and Use Tax Ordinance by Redwood City to <br /> Ile effective if an when a Uniform Sales and Use Tax law for San Mateo County be adopted by <br /> the Board of Supervisors; that the sense of this Resolution is not to be eonstrued as an <br /> endorsement of a Countywide Sales and Use Tax, but as the endorsement of a measure to <br /> • protect the interests of Redwood City in the event that such a Countywide ordinance be <br /> adopted by the Board of Supervisors. <br /> ATTEST: C. H. Reifenrath, President <br /> The Mayor announced that the Chamber of Commerce has asked for $15,000 to make a survey which undowbtedly <br /> will show a needed expenditure of approximately $100,000 from the City. The City does not have the <br /> money. <br /> Stanley Walters, 33 Circle Road, spoke against the sales and use tax. He feels that it should be <br /> given to a vote of the people. Councilman Granger spoke about the $1.00 limitation which was set in <br /> 1929. This was followed by a very lengthy discussion. Al Davies, automobile dealer, spoke against <br /> Imo <br /> the sales tax. <br /> mmai <br /> Mr. Marshall, 2242 Harding Avenue, was inffvor of the action being taken by the Council and stated <br /> that there were quite a few people who have studied this matter from every angle and they are in <br /> favor of the sales tax. He spoke as a small home owner and not as a business man. Tom Tuite, Jr., <br /> spoke in favor of the sales tax and commended the Council for their stand and their view of looking <br /> out for the best interest of the people in the City of Redwood City. He spoke at some length on <br /> arguments presented to the Council and on questions raised during the discussions. Allan Baldwin, <br /> 45 Hillview, spoke as a representative of two organizations, San Mateo Central Labor Council and <br /> Redwood City Democratic Club. He spoke against the sales tax. Mr. Baldwin did not feel that the <br /> Council should decide this matter and should let the people vote before taking any action. <br /> Councilman Granger offered ORDINANCE 613 BEING AN ORDINANCE OF THE CITY OF RED7OOD CITY IMPOSING A <br /> LICENSE TAX FOR THE PRIVILEGE OF SELLING TANSIBLE PERSONAL PROPERTY AT RETAIL, PROVIDING FOR PERMITS <br /> TO RETAILERS, PROVIDING FOR THE COLLECTION AND PAYING OF SUCH TAX, AND PRSCRIBING PENALTIES FOR <br /> VIOLATIONS OF THE PROVISIONS HEREOF and moved its adoption. Councilman Weymouth stated that he <br /> had talked to a lot of small home owners and looked into this matter very carefully and from the <br /> information he gathered and on the basis of his findings he seconded the motion. Councilman Spillers <br /> suggested giving this matter to the vote of the people. Councilman Herkner stated that he has to <br /> take the same stand as he took last week. He feels that a sales tax on the County-wide basis is ...r <br /> preferable. Councilman Herkner amended the motion to adopt Ordinance 845 (Uniform Local Sales and <br /> Use Tax). The Mayor stated that last week the City Attorney ruled this amendment out of order and <br /> the Mayor so ruled this time. Councilman Stout spoke on the question and he also spoke in regard <br /> to the advisability of submitting this matter to the vote of the people. He was in favor of holding <br /> this matter up until July 1st. He is in favor of the sales tax and still thinks it would benefit <br />
