The City Clerk read the title of the resolution. <br /> Councilman Spillers offered RESOLUTION 2193 DECLARING SPRUCE STREET A MAJOR CITY STREET FROM ITS <br /> INTERSECTION WITH EL CAMINO REAL TO ITS INTERSECTION WITH BROADWAY and moved its adoption, seconded wog <br /> by Councilman Herkner. Councilman Stout asked about Spruce Street and/or its alternate. The City ...w <br /> Attorney stated that the alternate could be considered later. This was followed by discussion. City <br /> Engineer Jain stated that the State called their attention to the fact that there wasn't any resolution <br /> declaring Spruce Street a major city street. Councilman Granger was of the opinion that the City should <br /> ask the State to pay for the whole job rather than asking for just a contribution to the maintenance <br /> of the street. This was followed by discussion in regard to the resolution already asking that Spruce <br /> Street, or an alternate, be made a connecting highway from Bayshore Highway to Five Points. The City <br /> Attorney feels that the State understands what the City is trying to do and will not get the two matters <br /> mixed up,4 Tam Tuite, Jr. agreed with the thinking of. Councilman Granger and stated his thinking on <br /> the matter of Spruce Street being considered a highway-rather than a major city street. The motion carried <br /> on roll call. <br /> CONSIDERATION OF ACCEPTANCE OF EASEMENT, HIGHLANDS OF EMERALD LAKE, AT $200. The condemnation suit has <br /> already been started and the property has been appraised at $100.00. The Clerk read the letter wherein <br /> Attorney Lebsack stated that he could not recommend that Mr. McCarthey's proposal be accepted. However, <br /> it was his duty as attorney in this matter to convey any and all offers of settlement to the Council <br /> for acceptance or rejection. Councilman Granger moved to accept the proposal of Mr. McCarthy, seconded <br /> by Councilman Spillers. This was followed by discussion in which Councilman Weiss asked if this would <br /> be included in the overall cost of the assessment district. City Engineer Jain stated that this was so. <br /> City Attorney Costello informed the Council that this should be a resolution. Councilman Granger <br /> changed his motion and offered RESOLUTION 2194 AUTHORIZING COMPROMISE OF CONDEMNATION1CTION, HIGHLANDS <br /> OF EMERALD LAKE NO. 1, PARCEL #7, seconded by Councilman Spillers and carried on roll call, Caouncilman <br /> Weiss voting NO. <br /> ADOPT ORDINANCE APPROPRIATING $1,836.00 FROM CAPITAL PROJECTS FUND FOR PURCHASE OF BLEACHERS FOR COMMUNITY <br /> PARK. The affidavit of publication was ordered filed. Councilman Spillers offered ORDINANCE 848 <br /> APPROPRIATING $1,836.00 FROM THE CAPITAL PROJECT FUND FOR THE PURCHASE OF BLEACHERS and moved its <br /> adoption, seconded by Councilman Stout. The City Attorney read the title of the ordinance. Councilman <br /> Weiss stated that he would like the record to state that he still feels as he did when this ordinance <br /> was first introduced. The motion carried on roll call with Councilmen Herkner and Weiss voting NO. <br /> ADOPT ORDINANCE APPROPRIATING $9,597.66 FROM STULSAFT PARK FUND TO COVER PLANS, SPECIFICATIONS AND __ <br /> CONSTRUCTION OF PHASE I, STULSAFT PARK. The affidavit of publication was ordered filed. Councilman <br /> Spillers offered ORDINANCE 849 APPROPRIATING $9,597.66 FROM STULSAFT PARK FUND FOR THE PREPARATION <br /> OF PLANS AND SPECIFICATIONS, CONSTRUCTION AND COMPLETION OF IMPROVEMENTS IN STULSAFT PARK and moved <br /> its adoption, seconded by Councilman Herkner. The City Clerk read the title of the. ordinance. Council- <br /> man Granger wanted to know what the estimated cost was on plans and specfications and he questioned <br /> mei <br /> the phrasing "completion of improvements". Mr: Jain stated that they were working on the plans and <br /> did not have the figures available as yet. This was followed by discussion in regard to the phases. <br /> Councilman Herkner wanted to know if they could complete phase one. The City Engineer stated that they <br /> would probably be able to complete the major part of phase one. They probably will not be able to <br /> complete the rest room facilities. The motion carried on roll call. <br />
