F. PENNELLO TO REZONE LOT 5 AND PORTION LOT 6, BLOCK A, <br /> WOODSIDE ACRES (1557 Hudson Street) FROM R-2 TO R-3. Councilman Granger moved to set this for public <br /> hearing on March 11th at 8:00 P. M. or as soon thereafter as the matter may be heard, seconded by Councilman <br /> Spillers and carried. <br /> VETERANS MEMORIAL COMMISSION REQUEST AMENDMENT ORDINANCE 813 AND REPEAL OF RESOLUTION 2078 ACKN06"TLEDGING POWERS <br /> AND DUTIES OF THE CO1IfESSION. The Commission requested the Council to delete "among,veteran and civic <br /> organizations" from Section 6 and from Paragraph A, Section 7 of Ordinance 813. They further requested <br /> r.. <br /> that the City Council repeal its Resolution 2078 and acknowledge the powers and duties of the veterans <br /> Memorial Commission to establish rules and regulations in connection with the operation and use of the <br /> Veterans Memorial Building. - <br /> The City Attorney stated that he had been asked by the Council to make a report on this matter and he recommed- <br /> . ed the above changes to which the Commission concurred. Councilman Spillers offered introduction of the <br /> ordinance. Councilman Weiss asked that the ordinance be read. He did not believe that they should leave <br /> the word "veteran" out of the ordinance (Section 6). The City Attorney stated that there wasn't anything <br /> in,the ordinance to prevent the Commission ifrom giving the Veteran Organizations priority use of the <br /> building. Councilman Weiss stated that there wasn't anything in-the ordinance that gives the veterans <br /> priority of the rooms and the use of the building. This was followed by discussion. <br /> Councilman Weiss moved that a portion of the ordinance be amended to note the intention of the ,Council <br /> of granting priority to veterans. Councilman Spillers withdrew his motion and made another motion to carry <br /> this on the agenda for one week in order to give the City Attorney another change to bring in a correct <br /> ordinance. Councilman Granger stated that the basis of this ordinance should be made to follow the intent <br /> of 3 mill tax law. He also stated that they should state what constiutes a veteranes organization. Council- <br /> man Herkner seconded the motion which carried. <br /> Councilman Granger moved to set up rules and regulations as-to what constitued a veteran's organization, <br /> seconded by Councilman Spillers and carried. <br /> R. L. SPANGLER AND L. A. WISE REGARDING PARKING SURVEY, EL CAMINO REAL TO RAILROAD AND FROM JAMES TO BREWSTER <br /> AVENUE. The Clerk . read the letters from Mr. Spangler and Mr. Wise and also a letter from attorney Ernest <br /> A. Wilson in regard to off street parking facilities. Larry Wise stated in his letter that his office <br /> could prepare a parking survey for the area between the railroad tracks and El.Camino Real, the survey to <br /> consist of financing justification and projection of assessed valuation for a sum not to exceed $1,000.00. <br /> There will be enough money in the Planning Commission budget to do the survey without additional approp- <br /> rem riation by the City Council. - <br /> a <br /> Err N. ALIAGA REQUEST PERMIT TO CONCRETE BETWEEN CURB AND SIDEWALK, 30 TO t3 CLINTON STREET. The-Clerk read a report <br /> of the City Engineers wherein he stated that there were no other parkways concreted in this immediate <br /> area .or on Clinton Street except in front of churches, etc. He could see no justification for the request. <br /> Councilman Weiss moved approval of the City Engineer's recommendation todeny the request, seconded by <br /> (:: Councilman Weymouth. Councilman Granger spoke about apartment zones and stated that he did not -believe <br /> that the people were ever going to put in lawns in the 2' strip between the curb and sidewalk. The motion <br /> carried with Councilman Spillers voting NO. <br /> LA SOCIETE DES 40 HOMMES REQUEST PERMISSION TO CONDUCT "QUEEN OF INDUSTRY" PAGEANT. The Clerk read the letter. <br /> The Police Chief did not see any objections to the request. Councilman Spillers moved approval of the <br /> request, seconded b Councilman Granger and carried. <br />
