2 <br /> Councilman Spillers offered RESOLUTION 2168 REPEALING RESOLUTION NO. 2137 RELATING TO THE PROPOSED ANNEXATION <br /> OF CERTAIN UNINHABITED TERRITORY DESIGNATED AS FARM HILL ADDITION NO. 1 TO SAID CITY and moved its <br /> adoption, seconded by Councilman Granger and carried on roll call. <br /> Councilman Spillers offered RESOLUTION 2169 GIVING NOTICE OF THE PROPOSED ANNEXATION OF CERTAIN UNIN- <br /> HABITED TERRITORY TO THE CITY OF REDWOOD CITY; DESCRIBING SAID TERRITORY AND DESIGNATING IT BY THE <br /> NAME FARM HILL ADDITION NO. 1; MAKING CERTAIN FINDINGS RESPECTING SAID PROPOSAL; AND GIVING NOTICE OF <br /> TIME AND PLACE SAID COUNCIL WILL F,AR PROTESTS THERETO (February 18th) and moved its adoption, seconded ..iii <br /> by Councilman Herkner. Councilman Weiss asked about annexation fees. The City Attorney explained the <br /> matter to the Council after which the motion carried on roll call. <br /> Councilman Stout offered ORDINANCE 838 BEING AN EMERGENCY ORDINANCE PROHIBITING THE POSSESSION AND C ARRY- <br /> mug <br /> ING OF SWITCH-BLADE KNIVES AND DANGEROUS WEAPONS IN PBULIC PLACES, AND FORBIDDING THE SALE OF SWITCH <br /> BLADE KNIVES and moved its adoption, seconded by Councilman Granger and carried on roll call. <br /> Councilman Stout offered introduction of ordinance amending salary plan for Department Heads, seconded by <br /> Councilman Granger. Councilman Spillers questioned the matter of years service. He was of the • <br /> opinion that Red Morton should be moved up the 5th step for his 19 years service. This was followed <br /> by discussion. . Councilman Weiss asked that a summary be made of the ordinance. The Mayor made a summary <br /> after which the motion carried. <br /> FURTHER CONSIDERATION, INTRODUCTION OF AMENDMENT TO SIDEWALK AND DRIVEWAY ORDINANCE. The City Attorney <br /> stated that an amendment had been made and they plan to extend the time limit to 30 days. The insurance <br /> carrier has agreed that this extension of time would not prejudice in any way the City's insurance, <br /> however, they believe 60 days to be unnecessarily long period and would prefer thr,t the ordinance <br /> provide that repair must be made by the owner within 30 days after receipt of notice to repair. <br /> Councilman Stout asked that the committee report be read. The Clerk read the report. The Mayor pul <br /> stated that this could no be considered a Committee report but a report by the Councilmen themselves <br /> (Stout and Weiss). This was followed by discussion. The City Attorney recommended against making <br /> any destinctions as to the dangers invoved. Councilman Spillers offered introduction of the ordinance, <br /> seconded by Councilman Herkner. This was followed by discussion in regard to the extension of time <br /> after which the motion carried. <br /> TRAFFIC COME. TTEE RECOMMENDATION REGARDING WALK- AIT SIGNALS. A survey was made and each intersection <br /> would require eight signals for proper coverage. For one intersection the Winko-Matic signals could <br /> could he delivered for $130.00 per unit, or a total figure of $1,040.00 for the single intersection. <br /> For the three intersections. that were considered, Broadway and Jefferson, Broadway and Middlefield, <br /> and Broadway and Hamilton, the Twenty-four signals could be delivered for $117.00 per unit or for a <br /> total figure of $2,808.00. This does not include installation. Due to the cost involved and the <br /> samll imprement to be gained, it is the recommendation of the Committee that no action be taken at <br /> this time. Councilman Spillers moved approval of the Traffic Committee's recommendation, seconded <br /> by Councilman Herkner and carried. <br /> TR!,FFIC COMMITTEE RECOIU€ND THAT A STOP SIGN BE INSTALLED ON JEFFERSON AVENUE AT ITS INTERSECTION WITH <br /> FARM HILL BOULEVARD, STOPPING EASTBOUND :TRAFFIC. Councilman Spillers offered RESOLUTION 2170 <br /> ESTABLISHING STOP INTERSECTION ON JEFFERSON AVENUE AT ITS INTERSECTION WITH FARM HILL BOULEVARD <br /> and moved its adoption, seconded by Councilman Weiss and carried on roll call. <br /> STEVENSON-PACIFIC REGARDING MONTGOMERY WARD APPLICATION FOR PERMIT TO INSTALL REAR E'TTRANCE INTO PARKING <br /> LOT NO. 2. The Clerk read the letter and also the recommendation from the City Manager. The City <br /> Manager reported that he had discussed this matter with both the City Attorney and City Engineer and <br /> he recommended that permission be granted, subject to the approval of the Building Inspector.
