Lodi, Planning <br /> Commissioners Rambo and Mac Donald, Engineering Associate Arthur Eskelin and Senior Stenographer- <br /> Clerk Vivian Holmquist. <br /> PUBLIC HEARING, KENTFIELD-PALM-VALOTA ROAD IMPROVEMENTS. There were no written protests. Mr. Louis Querantes, <br /> 1516 Union Avenue, stated that he was not against the improvements. He wanted to know if they were <br /> including a larger water main and sewer mains in the event the neighborhood is rezoned R-3-G. The <br /> Mayor stated.that the proposed water improvemtns were enlarged. Water Superintendent Winter stated <br /> that the improvements will be adequate. Councilman Granger stated that the improvement project had <br /> nothing to do with the rezoning and the master use plan. <br /> Mr. Wayne Sherwood, 1740 Kentfield Avenue, wanted to know if it was normal procedue to charge the <br /> engineering costs to the district. The answer was yes. The City Attorney stated that the City has <br /> always done this. Mr. Jain stated that there wouldn't be any new sewer mains installed in this <br /> project; however, there will be some new sewer laterals. Mrs. Davis, corner Hudson and Palm, asked if <br /> she would have to pay for improvemtnts on Palm Avenue as she has already paid for improvemtns an <br /> Hudson Street. Mr. Jain explained the process of assessing corner lots. This was followed by discussion. <br /> James Knecht, Valota Road, asked what the width of Valota Road would be. Mr. Jain stated that there <br /> Would be a 50' right-of-way with 40' of paving for the street. . <br /> Councilman Weiss raied the question again as to whether or not the present sewers would be adequate to <br /> take care of the area in the event the area is rezoned R-3-G. The Mayor announced that sewers were not <br /> being considered. Attorney Lebsack stated that it would be in order for the Council to overrule the <br /> protests and close the public hearing. <br /> Councilman Spillers moved that the public hearing be closed. Councilman Stout stated that he was not <br /> in favor of proceeding with this because he did not feel that people w <br /> P ng the pe p e ere notified fully in regard <br /> to,this public hearing tonight. He feels that this chage of R-3-G has some bearing-on the situation. ...r <br /> This was followed by discussion. Councilman Weiss was not in favor of one week or two weeks delay to <br /> determine whether or not the land use plan has any effect on this project. Mr. Jain stated that the <br /> present sewer line is adequate and maybe at some later date they may need to add a trunk line. Mr. <br /> Jain also stated that the cost would be out of line to what the people could afford if they enlargened <br /> the sewer lines at the present time. He did.not recommend holding this project up for further consideration <br /> of the sewer lines. Mr. Knecht complained about the drainage problem and was of the opinion that <br /> since all this waster come of outlying areas that the whole of Redwood City should be assessed for the <br /> drainage and not just their area. He was against the drainage and wanted to know if there was any way <br /> of stopping this part of the procedings. The Mayor stated that this had nothing to do with this <br /> hearing but would be considered at the pbulic hearing on April 29th. This was followed by discussion. <br /> Councilman Spillers moved that the public hearing be closed, seconded by Councilman Herkner. This was ,,,."! <br /> again followed by discussion. Councilman Granger wanted to know why they were closing this public <br /> r..r <br /> hearing. Mr. Lebsack stated that this was the only public hearing on the matter of debt limitation. <br /> If this did not pass by a 6/7 vote, then the whole proceeding would have to start all over. The motion <br /> Carried on roll call. The affidavit of publication was ordered filed. <br /> Councilman Spillers offered RESOLUTION 2208 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND NECESSITY, <br /> KENTFIELD-PAID VALOTA AND VICINITY IMPROVEMTNS and moved its adoption, seconded by Councilman Herkner <br /> and carried an roll call, Councilman Stout voting NO. <br /> Councilman Herkner offered RESOLUTION 2209 APPROVING PLANS, PROFITF,S, DETAILED DRAWINGS AND SPECIFCATT_ONS., <br /> KENTFIELD-PALM-VALOTA AND VICINITY IMPROVEMENTS and moved its adoption, seconded by Councilman Spinets <br /> and carried on roll call, Councilmen Stout and Weiss voting NO. <br />
