4 49 <br /> situation where families can build patios in their back yards for the entertainment of the <br /> apartment dwellers, and at the same time provide their own guests the privelege and pleasure <br /> of viewing the unmentionables hung out the windows of such apartments as overlook their patios <br /> and back yards. <br /> 3. It makes provisions for a future bonanza for real estate speculators. As an example <br /> I cite the proposed rezoning of the Friendly Acres area from R-2 to R-1. <br /> We can not help but note that the area is to be bounded on three sides by areas zoned as <br /> M and C. That can only have one effect and that is to depress property values in said area, <br /> because who will want to purchase such properties for single family dwellings when most of <br /> the lots in the area are what we commonly call superlots. Many of them will thus became norms mai <br /> conforming because of the dupleses, etc. thereon, and in the event of fire or other damage in <br /> excess of:'20% of assessed valuation, they can not be repaired or replsced except with single ,... <br /> family residences. <br /> Wehn properties have been depressed suitably, the speculators will come to the rescue <br /> of the people and relieve them at the depressed prices. - Then what? Naturally the only logical <br /> answer will be to request rezoning for M, and then what? if grnated property values will zoom and <br /> the speculators will bank their profits and report it as capital gains. At whose expense? <br /> why of course the little people who had hoped for nothing more than a small supplement to ""* <br /> their income be having a rental unit in addition to their awn occupancy. <br /> Gentlemen, let us be realistic and fair, let us examine this more thoroughly. At our <br /> meeting of March 18, we voted to have more detailed information to tell us why, what and when. <br /> Now we purpotedly have such data, but not in sufficient time to have given it detailed study. <br /> Therefor we should go slow until have carefully analyzed said report. <br /> I have previously indicated my desire to ask certain questions to have clarification of this <br /> interim report, now before making a formal motion I wish to ask them: <br /> Louis Weiss, Councilman. <br /> - The Mayor stated that the Council would consider the Friendly Acres zoning from R-2 to R-l. The people <br /> in Woodside Acres on Union Avenue object to the zoning from R-2 to R-3. Rual Myers, 1930 Alameda de <br /> las Pulgas, was of the opinion that some care should be given to hillside building. He was of the <br /> opinion that they should check into the way the hillside development was allowed to tear down the hills. <br /> Mr. Thompson, Haven Avenue, asked questions about the sewers in Friendly Acres. Mr. Jain stated-that <br /> the sewers were not put in by the City. This was done in the 1920's by the County Sewer District. <br /> Councilman Spillers moved to carry this- on the agenda and they hold a couple of study meetings-and to owl <br /> Continue the public hearing for three weeks,, seconded by Councilman Stout. The Clerk asked if they <br /> could put the letter of protest in the minutes. The Mayor asked that the Clerk make the letters a <br /> matter of record. Mrs..Thompson stated that they had mailed a registered letter to-the Council pro- <br /> f <br /> testing the rezoning in Friendly Acres. This letter included a petition with apporximately 600 names. <br /> The Mayor asked the Clerk to make this letter and petition a part of the records. This was followed by <br /> discussion after which the motion was changed-to CONTINUE THE PUBLIC HEARING TO THE FIRST MEETING IN <br /> MAY. The motion carried. <br /> The following letters are to be made a part of the record: <br /> 1. Petition from the property owners and residents of Union Avenue asking consideration on <br /> excluding Union Avenue from the proposed R-3-G zoning of the new Master Land Use Plan. <br /> 2. Letter from Richard Delucchi Co., Inc., opposing the change on Master r'lan from the <br /> existing zoning of 2nd residential'and C-1 commercial to R-1 and C-n commercial zoning <br /> in the Friendly Acres area. <br /> 3. A petition of protest against rezoning the Friendly Acres section of Redwood City from <br /> R-2 to R-1. This petition is signed by 562 property owners in Friendly Acres. <br /> PUBLIC HEARING, PLANNING COMMISSION RECOMMENDATION TO DENY JOS. FERRANDO'S REQUEST FOR REZONING, LOTS <br /> 10 TO 13, BLOCK 6, WOODACRE KNOLLS FROM R-3 to C-1-H. The Clerk read the letter from the Planning <br /> Commission wherein it was stated that the Planning Commission f eels that due to the proximity of the <br /> wow <br /> school and due to the traffic problem of Woodside Road and Alameda de las Pulgas, it would be to the <br /> best interests of the City of Redwood City to deny the application. <br /> Mr. John Evans, 921 Arlington Road, attorney for Mr. Ferrando, presented some maps to the Council showing <br /> the area in question. The first map showed the commercial zoning on Woodside Road. The other map <br /> showed merely the land plan and showed the location of the building in the event the rezoning was <br /> approved.
