The building is-in a dilapidated condtion and is an eyesore to <br /> the neighborhood. He spoke at some length on tUe matter of rezoning. Mr. Evans stated that he had filed <br /> a petition with the Planning Commission of people favoring the rezoning. He then asked permission to present <br /> another petition to the Council with twenty-three signatures approving the rezoning. Mr. Evans further <br /> re: stated that, at the time of the hearing before the Planning Commission, there were a lot of people objecting to <br /> the rezoning. , <br /> Councilman Weiss raised the question of w hether or not they had considered the master use plan. This was <br /> followed by a very lengthy discussion with the following people objecting to the rezoning. Mrs. Alice <br /> Rankin, 1931 Woodside Road, representing Greenknolls Terrace Improvement Club; Rual Myers, 1930 Alameda de <br /> 1:: las Pulgas; "r. Mayo, representing the Sequoia High School District; Mrs. Arthur.Simmons, 1810 Alameda de las <br /> Pulgas; Elmer Simmons, 2175 Ward Way; Mrs. Vera Eskin, honorary member of the Greenknoll Terrace Improvement <br /> Club; Mrs. Dorothy Labernick, 154.Santiago Avenue and John Prinvale, 2037 Hull Avenue. <br /> A gentlemen, representing Lee Brothers, spoke in favor of the rezontig. If the property is not rezoned, the <br /> only way the property owner can get a return on his investment is to build a 36 unit lost cost apartment. <br /> They have the laud. required to build such an apartment. This was followed by considerable discussion after <br /> which Councilman Stout moved that the public hearing,be closed, seconded by Councilman Spillers. Councilman <br /> Granger was of the opinion that some help should be given to help the people who own property, not <br /> necessarily these people, but people who own property and because of the zoning are not able to get the most <br /> use from their land. The present owner has owned this land for one year. This was followed by discussion <br /> after which the motion carried. <br /> Councilman Weiss moved that,the matter be taken under advisement, seconded by Councilman Spillers. Councilman <br /> [:: Herkner, in view of the fact that all the people were present and the fact that the owners probably would like <br /> an answer, he did not know what they could do at a study meeting that couldn't be done tonight. - He felt <br /> they should take a stand.ani the matter now. Mr. Evans stated it would not be fair to make the property owner <br /> wait any longer. With the consent of the second, Councilman Weiss withdrew his motion and moved that the <br /> Planning Commission's recommendation to deny be upheld, seconded by Councilman Stout and carried on roll call, <br /> Councilman Spillers and Mayor Royer voting NO. <br /> The Mayor called a recess at 11:10 P.M. <br /> The meeting was called to order at 11:20 P.M. <br /> PUBLIC HEARING, CONTINUATION OF HEARING, PROPOSED ANNEXATION OF FARM HILLS ADDITION NO. 1. Councilman Stout <br /> moved to carry this on the agenda for two weeks, seconded by Councilman Weymouth. Attorney Lebsack stated <br /> that he had a couple of items to take up with the Council and after these were taken care he was sure the <br /> matter could proceed. The Mayor set this matter for a study meeting one week from Wednesday, April 17th. <br /> The motion carried. <br /> Councilman Granger offered ORDINANCE 853 ESTABLISHING 35 MILE SPEED LIMIT, INDUSTRIAL WAY and moved its adoption, <br /> seconded by Councilman Stout and carried on roll call. <br /> Councilman Spillers offered ORDINANCE 854 PROVIDING 15 FEET MINIMUM BETWEEN IND OF CURB RETURN AND DRIVEWAY, NON <br /> RESIDENTIAL DISTRICT and moved its adoption, seconded by Councilman Weiss and carried on roll call, Councilman <br /> Herkner voting NO. , <br /> Councilman Weiss offered RESOLUTION 2213 ENDORSING FOUR YEAR STATE COLLEGE IN SAN MATEO COUNTY and moved its <br /> adoption, seconded by Councilman Spillers, the Clerk to send a copy of the resolution to the Board of <br /> Supervisors asking them to take similar action and also send a copy of the resolution to the service clubs. <br /> The motion carried on roll call. <br /> Councilman Granger offered RESOLUTION 2211.E OPPOSING DELETION OF WOODSIDE ROAD ROUTE 107 FROM STATE HIGHWAY SYSTEM <br />
