<br /> The City Engineer stated that the ordinance required sidewalks from the building to the curb in commercial

<br /> CITY MANAGER REPORT REGARDING RECOMMENDATION OF ORDINANCE PROPOSED BY PENINSULA HUMANE SOCIETY. The Clerk read
<br /> the letter. Councilman Spillers moved to refer this matter to the City Attorney to draw up this necessary
<br /> ordinance, seconded by Councilman Weiss and carried.
<br /> Councilman Weiss.read the following prepared statement in regard to the sales tax.
<br /> I believe it appropriate that I should make my sentiments on the manner of the disposition
<br /> of the sales tax controversy known for the benefit of one and all.
<br /> Under date of March 22, in an editorial on the question of permitting the people to vote
<br /> on the question of the sales tax, the Tribune states, and I quote - "Much is said of the
<br /> ra: consequences, the price, of giving the people a chance to vote on this issue. Let them votel
<br /> The price of arbitrary denial of the right to vote is greater." end of quote.
<br /> I am in full accord with the sentimehts thus expressed, and it is my belief that not-
<br /> withstanding anything to the contrary, every councilman was, and is willing and ready to
<br /> concede the merit of said statement. ,
<br /> _ I feel that the actiontaken by the Council under the emotionally charged atomosphere that
<br /> prevailed, is indicative that no only those who voted favorably on the question of the suspension,
<br /> but,including those who voted in the negative, deserve commendation of :°their sincerity and will-
<br /> ingness to express their true convictions,,because it is my thinking_thatAn1Mmtity the question
<br /> . of the advisability of postponing for a full year the opportunity to determine such an important
<br /> question was the motivation Yr the negative votes.
<br /> There is no question but that this community, fiscally is approaching a crisis - property
<br /> taxes, especially where the small hone owner is concerned, have already reached the stage of
<br /> being onerous, yet if the city is to progress and maintain adequate municipal sertiees, a
<br /> sound fiscal policy must be adopted and adhered to. We must have a program that will provide
<br /> the necessary funds and yet permit of providing relief to the small home owner by reduction
<br /> of this property taxes.
<br /> The program as originally proposed and adopted by the council has just those requisites
<br /> and deserves the peoples consideration and support. I am confident that the program is sound and
<br /> that if the facts are presented clearly and unbiasedly, the people can and will make sound
<br /> rim decisions and will be willing to accept their responsibility. I feel that the time to present
<br /> the matter to them is now and not a year hence. The time to take action is before the crisis
<br /> overwhelms us and not when it is upon us. Emergency actions are usually costly and unsound.
<br /> I therefor move that the City Attorney be directed to present at our next meeting for
<br /> introduction a suitable ordinance calling for a special election the second Tuesday of July,
<br /> 1957, to determine and ratify Ordinance 8i3 and 844, with an effective date of October 1, 1957.

<br /> earlier then April, 1958, seconded by Councilman Weymouth and carried on roll call with Councilmen Granger,
<br /> Herner and Spillers voting NO.
<br /> Councilman Weymouth moved that the meeting be adjourned, seconded by Councilman Stout and carried. Meeting ad-
