449 <br /> ARCHITECT AND BUILDING INSPECTOR LETTER CERTIFYING COMPLETION OF THE BRANCH LIBRARY. The Clerk read the <br /> letter. Councilman Stout moved to accept the report, the architect to file the notice of completion, <br /> and to make payment in accordance with the contract, seconded by Councilman Granger and carrie. <br /> LETTER FROM COUNTY .MANAGER REGARDING PROPOSED ESTABLISHMENT OF WEST BAY TRANSIT AUTHORITY. The Clerk read the <br /> letter. Councilman Weiss was of the opinion that this should be studied by the Committee. Councilman <br /> Spillers moved to refer this to the Council Committee, City Manager and City Attorney, seconded by <br /> Councilman Herkner and carried. <br /> COMMUNCIATION REGARDING SOUTHERN PACIFIC COMPANY PROPOSED COMMUTER RATE INCREASE. The Clerk read the letter <br /> from Attorney H. R. Whiting. Councilman Stout moved that the letter be filed, seconded by Councilman <br /> Spillers and carried. <br /> DEPARTMENT OF PUBLIC WORKS REQUEST SUPPORT FOR STUDY OF FREEWAY AND EXPRESSWAY PLANS INTEGRATING COUNTY AND CITY <br /> MASTER PLANS TO COVER CONNECTING LINKS. The Clerk outlined thecontents of the letter. City Engineer Jain <br /> stated that the State has given his office a copy of an aerial map indicating proposed routes of Junipero <br /> Serra Highway and anyone interested in seeing it could come into his office. The State has set a study <br /> session for April 29th on this matter. The Clerk was asked to notify and remind the Council of this <br /> meeting. <br /> COUNTY PLANNING COMMISSION REGARDING PROPOSED REGIONAL PLANNING AGENCY. The Clerk read the letter wherein they <br /> request and urge favorable action by the Council of endorsement on A. B. 1647 and its companion S. B. <br /> 2285. Attached to the letter was a copy of the resolution adopted by the San Mateo County Planning <br /> Commission. This was followed by discussion. Councilman Weiss moved to refer this to the City Manager for <br /> - I <br /> a recommendation, seconded by Councilman Stout and carried. <br /> PLANNING COMMISSION RECOMMENDED THAT THE CITY COUNCIL ADOPT A RESOLUTION ENDORSING SAN MATEO COUNTY ADVISORY <br /> PLANNING COUNCIL. The Clerk read the letter and outlined the resolution. Councilman Spillers moved to <br /> accept the recommendation of the Planning Commission and offered RESOLUTION 2223 ENDORSING ADVISORY PLANNING <br /> COUNCIL ON A COUNTY WIDE BASIS and moved its adoption. This was followed• by discussion after which Council- <br /> man Granger seconded the motion which carried on roll call. <br /> PLANNING COMMISSION RECOMMENDED APPROVAL FINAL MAP VALOTA MANOR SUBJECT TO: <br /> 1. Final checking of map and improvement plans by City Engineer. <br /> 2. Deposit of $160.00 per lot for 19 lots for drainage. <br /> 3.. Construct sidewalk around curb return at southeasterly corner of Rosemary Lane and Valota Road. <br /> 4. Meet conditions established by Planning Commission and Council for extension of Rosemary Lane to <br /> Virginia Avenue, including installation of five sewer laterals. <br /> 5. Meet all other requirements of Ordinance 631 as to bond, agreement reports, etc. <br /> Councilman Spillers moved to refer this matter to the City Attorney to prepare the necessary resolution, <br /> seconded by Councilman Stout. Councilman Spillers was of the opinion that in the future that these matters <br /> should be drawn up by the City Attorney before the matter comes up for final acceptance. The City Attorney <br /> hot <br /> stated that this would probably take two weeks. The motion carried. <br /> PLANNING COMMISSION RECOMMENDED WILLIAMS TERRITORY ANNEXATION BE SET AT FOUR BUILDING SITES. Councilman <br /> Herkner moved approval of the Planning Commission's recommendation, seconded by Councilman Spillers and <br /> carried. <br /> Councilman Herkner reported on the Yacht Harbor and stated that he recommended that something be done to expedite <br /> proceedings on the ramp. He turned over two pamphlets on small boat launching ramps, dock and iers to the <br /> City Engineer. <br /> Councilman Weiss stated that there were a couple of matters before the State Assembly that should be looked <br /> into. Mr. Kimball reported on the specific bill regarding railroad grade separation crossings. He stated <br /> that the Cities and Counties had been removed from the bill and therefore would not be liable to 90; of <br />
