457 <br /> this matter, seconded by Councilman Herkner and carried. <br /> INTRODUCE ORDINANCE ESTABLISHING OUTSIDE SEWER RATES. The City Attorney read the title of the proposed <br /> ordinance. This was followed by discussion in regard to the rates and also the matter of the rates to <br /> be charged to the Hospital. Councilman Weiss offered the introduction of the ordinance, seconded by <br /> Councilman Weymouth. Councilman Herkner wanted to know how he could get his formula for the hospital rates <br /> into the ordinance. This was followed.by discussion after which the motion carried with Councilman <br /> Herkner voting NO. <br /> RESOLUTION 2228 AMENDING RESOLUTION 2174 TO CHANGE THE EFFECTIVE DATE THEREOF FROM MARCH 1, 1957, JULY 1, <br /> 1957 was offered by Councilman Granger, seconded by Councilman Weymouth and carried on roll call, Councilman <br /> Spillers being noted absent. <br /> CALIFORNIA MISSION TRAILS REQUEST 1957-58 APPROPRIATION. The Mayor announced that this would be taken up at <br /> budget time. <br /> MARGARET C. MILLER REGARDING RECENT DOG ORDINANCE. The Clerk announced that this was the same letter which <br /> appeared in the Tribune. The Clerk read the letter of protesting this change in the dog ordinance. The <br /> Mayor asked that it be made a part of the record. <br /> PUBLIC UTILITIES REGARDING HEARING ON P. G. & E. ELECTRIC RATES INCREASE. The City Attorney outlined the <br /> contents of the letter wherein the P. G. & E. were asking for a 5.91 per cent increase in the electric <br /> rates. Councilman Weiss moved that a resolution be sent to the Public Utilities Commission opposing the <br /> issue. The City Attorney stated that it would be better, and in the matter of saving time, to have the <br /> City Clerk write a letter pertaining to this matter stating that the Council was opposed to the increase.; <br /> in the electric rates. Councilman Weiss changed his motion which was seconded by Councilman Granger and <br /> carried, Councilman Weymouth voting NO. <br /> PLANNING COMMISSION RECOMMENDED APPROVAL OF VARIANCE TO ALLOW ADDITION TO DWELLING WITH NON-CONFORMING SIDE <br /> YARD AND TO ALLOW 72' BETWEEN GARAGE AND NEW ADDITION ON LOT L , BLOCK 9, WELLESLEY PARK (137 Stratford). <br /> The Planning Commission held a public hearing after proper legal notice. They found that the applicant <br /> did qualify under the provisions of Section 20.4, Ordinance 600 and recommended granting the variance. <br /> Councilman Weiss raised the question in regard to the matter of the variance. This was followed by <br /> discussion. Councilman Weymouth moved approval of the Planning Commission's recommendation, seconded by <br /> Councilman Herkner and carried. <br /> PLANNING COMMISSION, ON ITS G N INITIATIVE, RECOMMENDED APPROVAL TO REZONE ALL OF THE EXISTING R-2 AREA BOUNDED <br /> BY HUDSON STREET, POPLAR AVENUE, HESS ROAD AND WOODISDE ROAD FROM R-2 TO R-3 DISTRICT. There were twenty- <br /> eight protests against the rezoning. However, the Planning Commission feels that it is in the best interests <br /> of the orderly development of the City as a whole to rezone the area and so recommends. Councilman Stout <br /> moved to set this for a public hearing on May 13th, seconded by Councilman Herkner and carried. <br /> PLANNING COMIMISSION RECOMMENDED DENIAL OF THE APPLICATION OF H. L. KUNKEL (1337 Hudson at Poplar) FOR <br /> VARIANCE TO ALLOW EXCESSIVE LOT COVERAGE AND REDUCED SET BACKS TO CREATE A DUPLEX. The Clerk read the <br /> letter from the Planning Commission. Councilman Weiss moved approval of the Planning Commission's <br /> recommendation, seconded by Councilman Weymouth and carried. <br /> The Clerk stated that there were two sidewalk notices to be considered because the committee will not meet for <br /> one month. The City Engineer recommended extending Dr. Henry Mayer's time for 60 days becuase they plan <br /> to start building in about one week and will repair the sidewalk as <br /> ding p part of the contract. Councilman <br /> Granger moved approval of the City Engineer's recommendation, seconded by Councilman Stout and carried. <br /> (Portion Lots It and 5, Block 2, Diller Addition). <br /> Miss Evelyn Heydenfeldt asked for an extension of time due to a misunderstanding as to what was supposed <br /> to be done. The Clerk read the letter. The sidewalk Committee will take this matter up at their next <br /> _ I <br />
