<br /> Council discussed the possibilities of the most advantageous notification <br /> procedures available; and, stated that if there is inadequate notice of <br /> airplane noise to the expected 1,200 new residents of the proposed Lido <br /> Development there would be a growing constituency to eliminate general <br /> aviation from the County. <br /> Councilman Greenalch stated he was in favor of an avigation easement if <br /> 1 ega 1. <br /> City Attorney Schricker advised that an avigation easement is not a noise <br /> abatement measure: it is a grant of easement to fly airplanes. <br /> Jerry Stimple, Industrial Road, Redwood City, pilot, advised that avigation <br /> easements already exist in Redwood Shores, citing the one by the Hotel <br /> Sofitel. Mr. Stimple also described how the San Carlos Airport was used for <br /> emergency relief during the aftermath of the 1989 earthquake. <br /> Yvonne Souza, Red Oak Way, Redwood City, studying to be a pilot, spoke in <br /> favor of the avigation easement and invited Council to join her in <br /> a bird's eye view of the area in question. <br /> Justin Hook, Spring Street, Redwood City, asked Council to do what it could <br /> to help San Carlos Airport and eliminate complaints regarding noise. <br /> Don Landen, North El Camino Real, San Mateo, pilot, stated that CC&Rs are <br /> not read and don't solve the notification problem. Mr. Landen described the <br /> vital nature of the San Carlos Airport in providing needed medical services <br /> through Airlife Line and Air Angels. <br /> Jay White, Lorna Road, San Carlos, President of the California Pilots <br /> Association, advised that counties cannot enforce CC&Rs but can enforce an <br /> avigation easement because it would be a right deeded to the County. <br /> Mr. White stated he believed there was a nexus that Mr. Schricker sought: <br /> the San Carlos Airport was part of the national transportation system. <br /> In response to Council questions, Mr. White advised that the County would <br /> establish the wording of the easement and that avigation easements are <br /> commonplace. <br /> Gary Petersen, San Carlos Airport Manager, advised that there are avigation <br /> easements at Centrum and Oracle in Redwood Shores. In response to Council <br /> questions, Mr. Petersen stated that average times for air traffic from San <br /> Carlos Airport was not available, but most traffic was on weekends. In <br /> response to questions from City Attorney Schricker, Mr. Petersen advised the <br /> County had not asked for an easement. <br /> Melvin Kerwin, Middlefield Road, Menlo Park, pilot, spoke in favor of an <br /> avigation easement.
