M. <br /> CARRIED BY UNANIMOUS VOICE VOTE. <br /> ---------------------------------------------------------------------------- <br /> Diane Howard, Katherine Avenue, Redwood City, asked Council to consider <br /> requiring affordable housing units in the proposed Lido development and <br /> offered the help of the Housing and Human Concerns Committee to facilitate <br /> the matter. <br /> Councilman Greenalch agreed with Mrs. Howard's request and stated his <br /> support for inclusion of affordable housing units in the Lido Development. <br /> Michael Gibson, Redwood Shores Properties, Island Parkway, Belmont, <br /> representing the developers of the Lido project, stated that he had only <br /> heard of the drive for an avigation easement very recently and needed time <br /> to research the issue. Mr. Gibson advised that the proposed development did <br /> conform with the ALUC plan for the area, and was actually outside the "noise <br /> contours" of the San Carlos Airport. In response to Council questions, Mr. <br /> Gibson advised an avigation easement which is a grant of property rights is <br /> not the best way to provide notification of airplane noise. Mr. Gibson <br /> advised that avigation easements could take value away from the land, and he <br /> was willing to look at other methods of notification. Mr. Gibson addressed <br /> the issue of affordable units: prices of the Lido units will begin around <br /> $250,000 not the $400,000 quoted elsewhere; maintenance of affordability <br /> requires staff time to keep them affordabl~; there are no transportation <br /> services available near that site; there is no consistent policy established <br /> by the City to assist developers in the inclusion of affordable units in <br /> development plans; and the density requirements are too low for low cost <br /> housing to be practical at this site. <br /> Councilman Greenalch suggested the developer work with the City to find a <br /> way to include affordable units in the proposed 591-unit Lido Development. <br /> Councilmembers discussed use of Redevelopment Agency funds and conditions; <br /> acceptable density levels in the proposed Lido development; the notification <br /> issue, including CC&Rs, notification on deeds; and an avigation easement. <br /> MIS: SANFILIPOILA BERGE TO CLOSE THE PUBLIC HEARING. <br /> CARRIED BY UNANIMOUS VOICE VOTE AND PUBLIC HEARING CLOSED AT 11:32 P.M. <br /> MINUTE ORDER NO. 93-124 <br /> MINUTE BOOK NO. 51 Regular Meeting Minutes <br /> June 21, 1993 <br /> Page No. 446 Page 8 <br />
