As you can imagine, development of the property <br /> will drastically change our neighborhood and brings us many concerns. <br /> One major concem is the limited time available for county residents to respond to the building <br /> proposal. A week's notice limits our efforts to effectively respond to the report. The notice states <br /> the Council will consider the sale. Does that mean a decision will be made that night prior to the <br /> environmental report and "Precise Plan"? <br /> T'he item before the City Council is just whether the City should sell the land or not. Actual <br /> project appro��als for the site will be considered at another time. If the City decides to sell the <br /> property, then a development (which still needs a lot more refinement) cannot be approved until <br /> the Precise Plan and the accompanying environmental documents are prepared for the project <br /> (possibly an Environmental Impact Report). The re��iew and discussion of those planning <br /> documents and the actual development proposal wrill require numerous public hearings and <br /> discussion before the Planning Commission and City Council. No project can be huilt until tTrose <br /> heuring.r and apprv��als occrn•. �'ou and your neighbors will be notified of those meerings and <br /> will have the opportunity to comment. It might be 8 months or so before those documents are <br /> prepared and rer•iewed. <br /> With such short norice, the Council will not hear concerns from a good number of people that this <br /> development effects. I do have some concems and questions that you might be able to answer <br /> prior to the Council Meeting on Monday. <br /> The surveyor's report was to establish the property boundaries, Are they in agreement with the <br /> county boundaries? Is the fence the property line? Property Boundaries shown on the survey were <br /> not meant to (re)establish property lines around the tank site. The map showed approximate <br /> (read: "not 100% field verified") property lines which were drawn according to recorded <br /> maps/legal descriptions. These lines will be verified by an actual field boundary sut�-ey during <br /> the designiapproval phases of the project by the developer. Once done, they will shov�� and <br /> (re)establish correct property lines. <br /> Our roads are mentioned. I don't lrnow if you are aware of the condition of these roads. County <br /> officials do not consider these streets as finished roads. The road itself is not deep enough. The <br /> present surface is an overlay put down by the county. These roads are narrow and will present a <br /> major problem with large construction vehicles using them to build 8 homes. Construction <br /> vehicles will damage these roads. Are there plans to deal with damage to the roads that building 8 <br /> homes will cause? That issue will be examined upon fin�lization of the project and preparation of <br /> the environmental documents including a trafiic study. <br /> The conceptual map shows one entry to the development. Please pinpoint the location of that <br /> entry. Hillcrest Drive will become a major thoroughfare for construcrion as well as the completed <br /> development. Hillcrest Drive will bear the entire burden of construction vehicles, worker's cars, <br /> _.. � ..__._. __ , _ <br />
