She further explained staffs <br /> recommendations. <br /> Various questions related to lifeline usage and projected increase in costs <br /> were asked by Council and acknowledgment was given to staff and the <br /> Utilities Committee for all the work related to this topic. <br /> Vice Mayor Pierce opened the public hearing.
