22 <br />Minutes of the Regular Meeting <br />Redwood City Council <br />September 15, 1958, 8:00 P. M. <br />INVOCATION was led by Reverend Herbert Allen, Firs Congregational Church, <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, John S. <br />Rosselli, Robert V. Spillers, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. <br />Also present were City Attorney Robert J. Costello, City Engineer Glenn M. Jain, Assistant City Attorney <br />Christiansen, Assessor—Auditor John J. Brophy, Water Superintendent H. L. Winter, Building Inspector S. H. <br />Kreiss, Planning Director William Rodgers, Police Chief William Faulstich, Police Captain Theodore Moudakas., <br />Assistant Planning Director Leonard Knittle, Planning Technician Speer McClellan and Assistant to the City <br />Manager J. Reg Wahl. <br />Minutes of September 2nd and September 8th were ordered approved as mailed on motion of Councilman Spillers, �.r1 <br />seconded by Councilman Herkner and carried. <br />PUBLIC HEARING ON ANNEXATION OF HIGHLANDS TERRITORY NO. 7. The Mayor opened the public hearing and order$d the <br />affidavit of publication filed. The petitions signed by opponent were handed to the committee consisting <br />of Reg Wahl, John Brophy, William Faulstich and Mr. & Mrs. P. A. Pitsker, 3639 Oak Knoll Drive, who were <br />to report back after checking the petition against County Assessor's records. Mr. Fred Hunter, represent— <br />ing <br />epresenting the Emerald Lake Hills Association, spoke on the subject but personally was not a resident of the area. <br />There was no further response to the Mayor's invitation to speak either for or against the annexation. <br />The public hearing was continued to 9:30 P.M. on motion of Councilman Granger, seconded by Councilman <br />Spillers and carried. <br />CONTINUATION OF PLANNING COMMISSION'S RECOIENDATION ON RCBERT S. & ELIZABETH C. WHITE'S PETITION FOR EXCEPT— <br />ION TO THE SUBDIVISION ORDINANCE INVOLVING A PORTION OF LOT 52, WELLESLEY PARK NO. 2, 20 and 22 Oakdale <br />Street. Mr. White has requested a con tinuation to October 6th due to illness. Councilman Herkner so <br />moved, seconded by Councilman Weymouth and carried. <br />REPORT ON BID OPENING, MARINE HARBOR FLOATS, PHASE #1. Harms, Inc. <br />18,626 <br />20,632 <br />29,v414 <br />Ben C* Gerwick, Inc. <br />25033 <br />27033 <br />32033 <br />ENGINEER'S ESTIMATE <br />11,800 <br />12,900 <br />16,000 <br />Councilman Spillers moved to direct the City Attorney to prepare the necessary papers transferring the <br />additional monies required and accepting the lour bid for Alternate #2, seconded by Councilman Rosselli and <br />carried. The Mayor indicated on behalf of the Council that this action this evening did not accept or <br />reject any of the bids but merely directed the preparation of the resolution. <br />ACCEPTANCE OF THE IMPROVEMENTS IN FARM HILL NO. 1 SUBDIVISION. Councilman Herkner moved approval of the ree- <br />commendation of the City Engineer and City Manager to accept the improvements in Farm Hill No. 1 Subdivision <br />subject to the following conditions: <br />1. One yearguarnatee by the developer against defects in materials and workmanship. <br />2. Payment of all engineering and inspection charges due the City before realease of the performance bond. <br />Tke motion was seconded by Councilman Spillers. In response to questions by Councilman Weiss, the maker of „ <br />the motion added "subject to payment of annexation fee if any of the area was subject to said feel. The <br />motion carried. <br />Councilman Spillers moved that the Clerk be authorized to accept easement for storm drain in the Vicinity of <br />Altamont Way and Midfield Way (Atherwood Realty and Investment Company, Incorporated — portion of Lots <br />12, 133 ].i.; and 15, Block 11, Highlands of Emerald Lake Subdivision One), seconded by Councilman Weymouth <br />and carried. <br />
