Saferite, First Methodist Church. <br />ON ROLL CALL the following were noted present: Councilmen Floyd D. Granger, Sidney D. Herkner, John S. Rosselli, <br />Robert V. Spillers, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Also <br />present were City Attorney Robert J. Costello, City Engineer Glenn M. Jain, Assistant Planning Director <br />Leonard Knittel, Police Chief William Faulstich, Assessor -Auditor John J. Bropby, Planning Commissioners <br />Sjoberg and MacDonald, Assistant to the City Manager Reg Wahl, Building Inspector S. H. Kreise, Planning <br />Director Dick Wilkinson and Deputy City Clerk Vivian Holmquist. <br />APPROVAL OF MINUTES, October 6th and October 14th. Councilman Weiss reported that he had two minor corrections <br />he would like to make. One on the minutes of October 6th, page 3, item #1 under City Engineer recommends <br />should be changed to payment by subdivider. On the minutes of October 14th, page 1, Sidewalk Committee <br />Report, under denying the extensions, should be changed to depying the appeals but granting the extension, <br />Councilman Spillers moved that the minutes be approved as corrected by Councilman Weiss, seconded by <br />Councilman Weiss and carried. <br />BID OPENING, SALE OF $826,000 OF THE $976,000 GENERAL OBLIGATION BOND ISSUE FOR IMPROVEMENTS T O SEWAGE TREAT - <br />HENT AND DISPOSAL FACILITIES. The following bids were received: <br />Bank of America 3.4566% <br />First Western Bank 3.45867% <br />California Bank 3.49253% <br />Blyth & Co., Inc. 3.49588% <br />American Trust Company 3.52075% <br />Councibnan Spillers moved that the bids be referred to the City Auditor for checking and a report later in <br />the meeting, seconded by Councilman Weiss and carried. <br />PUBLIC HEARING ON APPLICATION FOR USED AUTOMOBILE DEALER'S PERMIT, PETER F. SCHMITT, 1450-1498 EL CAMINO REAL. <br />The affidavit of publication was ordered filed. There being no`.protests, written or oral, Councilman Spillers <br />moved that the public hearing be closed, seconded by Councilman Weymouth and carried. <br />Councilman Spillers moved to grant the permit as recommended by the Planning Commission, seconded by Council- <br />man Herkner and carried. <br />PUBLIC HEARING ON NOTICE OF PROPOSED LOCAL IMPROVEMENT, BEECH STREET IMPROVEMENTS. The affidavit of publication <br />and posting was ordered filed. There being no protests, written or oral, Councilman Weiss moved that the <br />public hearing be closed, seconded by Councilman Rosselli and carded. <br />Councilman Granger moved adoption of RESOLUTION NO. 2571 BEING THE RESOLUTION OF PUBLIC CONVENIENCE AND <br />NECESSITY, BEECH STREET IMPROVMENTS, seconded by Councilman Rosselli and carried unanimously on roll call. <br />
