After reading and hearing all the arguments for and against the granting of the use permit, Co7mcilman Spillers moved that the public hearing be closed, seconded by Councilman Weymouth and car- ried. Councilman Weiss moved on the basis that this proposed use is in close proximity of R-1 Boning and the fact that it is not beneficial to residential area that the use permit be denied, seconded by Council- man Rosselli who added object to the lights and fence height and traffic hazard to residential area. After more discussion the Mayor called for roll call vote. The motion lost on a tie vote with Council- men Granger, Rosselli and Weiss voting Yes, Councilmen Herkner, Spillers and Weymouth voting No and Mayor Royer abs taining because he has an interest in the area. Because of the tie vote the Planning Commission's action stands. REPORT ON BID OPENING, $500,000 PRINCIPAL AMOUNT OF CITY OF REDWOOD CITY 1958 WATER BONDS. The City Auditor reported the following bids Bank of America 241532% American Trust Company 2.8395% Salomon Bros. & Hutzler 2.8581% Calif ornia Bank 2.86024% First Western Bank 2.92821% Blyth & Coe, Inc. 2.96056% Councilman Spillers moved to accept the low bid of Bank of America, seconded by Councilman Herkner and carried. Councilman Herkner moved adoption of RESOLUTION 2469 BEING THE RESOLUTION OF THE COUNCIL OF THE CITY OF RED- WOOD CITY SELLING CITY OF REDWOOD CITY 1958 WATER BONDS, seconded by Councilman Spillers and carried unanimously on roll call. RECOMMENDATION ON AWARDING BIDS FOR THE WATER RESERVOIR AND RESOLUTION AWARDSNG BIDS ON THE CONSTRUCTION OF THE WATER RESERVOIR. After hearing the letters of recommendation by the City Engineer and the City Manager, Councilman Spillers moved a pproval of the recommendation to accept the prestressed concrete bid of Oscar Co Hobs, Inc., the law bid,of Pisano Brothers for the supply mains and drain lines and the low bid of Oscar C. Holmes, Inc. for excavation and site workv:Alternate l -A, seconded by Council- man Rosselli. This was followed by discussion with regard to steel tanks. Councilman Spillers with- drew his motion. Councilman Spillers moved adoption of RESOLUTION 2470 AWARDING CONTRACTS FOR (1) CONSTRUCTION OF TWO 4 -MILLION GALLON PRESTRESSED CONCRETE WATER RESERVOIRS AND APPURTENANCES, (2) EXCAVATION AND SITE WORK FOR SEQUOIA RESERVOIRS, AND (3) SUPPLY MAINS AND DRAIN LINE TO SERVE SEQUOIA RESERVOIRS; REJECTING ALL OTHER BIDS RECEIVED FOR SAID PROJECTS; AUTHORIZING EXECUTION OF AGREEMENTS THEREFOR; REJECTING ALL BIDS RECEIVED FOR CONSTRUCTION OF TffO 4 -MILLION GALLON STEEL WATER RESERVOIRS OR ONE 8 -MILLION GALLON STEEL WATER RESERVOIR; AND REJECTING ALL BIDS RECEIVED FOR PAINTING AND CATHODIC PROTECTION OF SEQUOIA RESER- VOIRS, seconded by Councilman Rosselli and carried unanimously on roll call. Councilman Weiss moved that it is the understanding tha t all fill and excavation is Water Department property and all departments using the fill will reimburse the water department, seconded by Councilman Herkner and carried on roll call, Councilmen Granger and Spillers voting No. Councilman Rosselli moved that the meeting be adjourned, seconded by Councilman Spillers and carried.
