M. <br />IWOCATION was led by Reverend E. Gean Davis of the First Christian Church. <br />ON ROLL CALL the following were noted present: Councilman Floyd D. Granger, Sidney D. Herkner, John S. Rosselli., <br />Robert V. Spillers, Louis Weiss, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Also pre- <br />sent were City Manager J. E. Weal., City Attorney Robert J. Costello, Civil Engineer Associate Arthur Eskelin, <br />Water Superintendent H. L. Winter, Building Inspector S. H. Kreiss, Fire Chief J. L. Lodi, Police Captain <br />Theodore Moudakas, Planning Director William Rodgers, Assistant Water Superintendent Warren Mitchell, and <br />Street Maintainence Superintendent Doyle Chester. <br />MINUTES OF JUNE 2 AND 9 were approved, subject to clarification of reason for disqualification of Councilman <br />Granger in the matter of rezoning, minutes of June 2, page 1 on motion of Councilman Spillers, seconded by <br />Councilman Rosselli and carried. <br />PUBLIC HEARING ON PLANNING COWISSI ON RECOMMENDATION OF REZONE LOT 4 AND A PORTION OF LOT 3, DUMBARTON ACRES <br />(Bozzuto Territory) FROM "U" DISTRICT TO C -2-H DISTRICT. Affidavit of mailing ordered filed. There being <br />no protests, written or oral, Councilman Spillers moved to close hearing, seconded by Councilman Rosselli <br />and carried. Councilman Spillers then moved to approve Planning Commission' s recommendation and refer <br />the matter to the City Attorney for preparation of necessary ordinance. Motion seconded by Councilman <br />Weiss and. carried. <br />CONTINUATION OF PUBLIC HEARING ON PETITION OF JOHN D. TEHANEY TO AMEND ORDINANCE NO. 600 TO ALLOff REZONING OP <br />LOTS 10, 11, and 13 AND PORTION OF LOP 24, BLOCK E, WOODS ME ACRES NO. 1 FROM R-2 TO R -3-G. Attorney <br />Leboack appeared to present Mr. Tehaneyfs petetion while A ttorney Rosellini represented protestants. City <br />Attorney sta ted the hearing before the City Council concerned only the area as enclosed within the red <br />lines on map presented by applicant. Planning Commission recc mnended denial of petition on the grounds that <br />area is not ready for rezoning, even though Master Land Use Plan does indicate R -3-G in the future. <br />Councilman Weiss moved that hearing be closed, seconded by Councilman Spillers and carried. Councilman <br />Weiss then moved that the Planning Commission's recommendation to derW Tehaney petition to rezone be <br />approved, seconded by Councilman Granger and carried on roll call. <br />PUBLIC HEARING ON ANNUAL BUDGET, FISCAL YEAR 195859. Affidavit of publication of Notice of Hearing was ordered <br />fileae <br />Councilman Weiss noted that approximately $22,550 is being loaned from the Off Street Pa rking Fund to de- <br />fray a deficit in the Parking District No. 1, and further that a study will be made in an attempt to make <br />the district self-supporting. Councilman Herkner also commented on this matter stating that the Off Street <br />Parking Funds were the proper source for this loan in that funds were the result of parking fees and did not <br />represent proceeds from taxes. <br />There being no protests, Councilman Spillers moved that the hearing be closed, seconded by Councilman Rossellip <br />Councilman Weiss moved approval of amendments to budget as submitted by the City Manager, on file with the <br />City Clerk, seconded by Councilman Herkner and carried. Councilman Weiss moved approval of the budget as <br />amended, the City Manager and City Clerk to be directed to certify such budget as the final budget for the <br />0� <br />-0 <br />D <br />$I- <br />
