373 <br />Al Plaehn, Chairman of Sub -Committee on Streets, Overpasses, Bridges and Culverts: <br />Cost of the proposed projects is based on engineering, estimates, including cost per unit of lineal <br />distance of paving, gutters, road bed, etc*, and estimated cost of land acquisition where applicable. <br />The following is a listing, by priority, of the projects recanmended by this Sub -committee: <br />STREETS AND OVERPASSES <br />Priority <br />No. 1. Spruce Street widening dnd extension from E1 Camino Real to Broadway entrance of Harbor Boule- <br />6w vard interchange on Bayshore Freeway in the ultimate developed plan which includes an interchange at <br />E1 Camino Real. Urgent because of Five Points intersection bottleneck and need for East-West artery <br />from Woodside Road to Bayshore Freeway. <br />No. 2. Jefferson Avenue widening from. Topaz Street to Middlefield Road from 70t to 84+ r/w (four lane <br />street) with channelization at Middlefield Road to relieve a series of traff ice bottlenecks <br />along the route. <br />Estimated cost: $617,000 <br />No. 3. Middlefield Road widening from Jefferson Avenue to Douglas Avenue from 60t to 841 R/W width. <br />High traffic court (12,500 average daily traffic) justifies need for four lane street with <br />parking. <br />Estimated cost: $470,000 <br />No. 4e Widening of Alameda de las JRulgas from Jefferson Avenue to Eaton Avenue including widening of <br />bridge over Cordilleras Creek, and the widening of Hopkins Avenue from Nevada Street to Alameda <br />de las Pulgas to 841 R/W (four lane with parking)* Series of traffic bottlenecks on this major North- <br />South through route justifies need for widening. <br />Estimated cost: $850,000 <br />No. 5• Hopkins Avenue extension and widening from Alameda de las Pulgas to Upland Road and along <br />Upland Road and its extension to Edgewood Road. Need for separation of East-West traffic now <br />merging with North-South traffic on the Alameda de las Pulgas justifies need for this route. Growth <br />potential justifies need for this route. Growth potential justifies need for 84, R/W (four lane <br />street with parking). <br />Estimated cost: $680,000 <br />No. 6. Industrial Way extension from Whipple Avenue to and along Winslow Street to Brewster Avenue. <br />Bottlenecks at Whipple and Industrial Way and on adjacent intersections justify need for <br />Worth -South collector street. <br />Estimated cost: $ 90,000 <br />No. 7. East-West traffic route (via Whipple Avenue or Hopkins Avenue) from Whipple Avenue interchange <br />on Bayshore Highway to E1 Camino Real. Traffic bottlenecks along Whipple Avenue justify need <br />for improved route across El Camino Real. <br />NEW BRIDGES OR CULVERT PROJECTS <br />Mr. Plaehn asked the Council to please refer to the list as shown in the report. The total estimated <br />cost for the new bridges and culverts totals $292,000. <br />WIDENING OF EXISTING BRIDGES PROJECTS <br />Priority <br />No. 1. Alameda de las Pulgas culvert between Fernside Avenue and Woodside Road. Needed in conjunction <br />with widening of Alameda. <br />Estimated cost: $ 20,000 <br />No. 2. Canyon Road culvert between Glenwood Avenue and Harding Avenue. Needed in conjunction with <br />widening of Glenwood Avenue. <br />Estimated cost: $ 203,000 <br />No. 3e Lathrop Street Culvert between Maple Street and Elm Street. <br />9stimated cost: $ 10,000 <br />The following motions were passed as the recommendations of this Sub -committee: <br />It is the opinion of the Sub -Committee that the most satisfactory way of financing these projects <br />is the combination of General Obligation Bonds and the Sales Tax, whereby the Sales Tax would help to <br />retire the General Obligation Bonds. General Obligation Bonds, without the support of Sales Tax, does <br />not seem advisable. <br />Wherever assessment districts are appropriate, assessment districts for the financing of new <br />bridges and culverts should be used, as well as contributions from the City's other tax revenues. <br />The Sub -committee further feels that if the question ,of bonds is to be submitted to the electorate, <br />the proposal be so submitted that each project will stand or fall on its own merit* <br />
