Councilman Granger moved that this <br />matter be referred to the City Attorney for the proper ordinance, seconded by Councilman Herkner and <br />carried. <br />PUBLIC HEARING ON THE APPEAL CF THE RANCHO PULGAS FAMILY SWIM CLUB from the denial of the Planning Commission <br />of appellant's application for a Use Permit to allow the construction and operation of a non-profit <br />A <br />§. family swimming and tennis club, including courts ool clubhouse off-street <br />, pool.. , parking and related fac- <br />ilities, on property located at the western end of Goodwin Avenue adjoining Stulsaft Park and Harcross <br />School, known as "Coonan'' annexation, as said property is more particularly described in Ordinance No. <br />918 adopted December 1, 1958. The affidavits of notice were ordered filed. The Mayor read the report <br />of the Planning Commission. The Clerk announced that he had 57 communications and 3 telegrams favoring <br />�rr the granting of the use permit and 4 letters objecting to same. The Council then listened to a full <br />report by the proponents namely Frank Hannig, Ray Murphy, Jack Wayne and Goodwin Elliott. Louis Depaoli, <br />Jr. stated the case for the opponents. The Council also asked for staff reports from Leonard Knittel, <br />Joel Mansfield and Glenn Jain. Councilman Spillers moved that the public hearing be closed, seconded by <br />Councilman Rosselli and carried. <br />Councilman Granger moved to take the matter under consideration and carry it on the agenda until April <br />13th, seconded by Councilman Spillers. Councilman Herkner moved to amend the motion that they have a <br />study meeting, the date to be set by the Mayor to discuss all of the facts as presented and the matter <br />be carried on the agenda until April 13th. The amendment lost for lack of a second. After further dis- <br />cussion, Councilman Spillers withdrew his second to the original motion. The original motion then lost <br />for lack of a second. <br />Councilman Herkner moved to hold a study meeting within one week to study the facts as presented, sec- <br />ond6d by Councilman Granger. The motion lost on roll call with Councilmen Fields, Rosselli, Spillers <br />and Mayor Royer voting no, Councilmen Granger, Herkner and Weymouth voting yes. <br />Councilman Spillers moved to uphold the Planning Commission's recommendation and deny the use permit, <br />seconded by Councilman Rosselli and carried on roll call, Councilmen Fields, Granger, Rosselli, Spillers <br />and Weymouth voting yes, Councilmen Herkner and Mayor Royer voting no. It was the general opinion of <br />the Council that they would have looked with favor on the franting of the use permit If the proponents <br />could have found another access to the property other than Goodwin Avenue. The called a five minute <br />recess, 10:28 p. m., and called the meeting back to order at 10:34 p. m. <br />Councilman Herkner moved adoption of RESOLUTION NO. 2672 ESTABLISHING NEW AND DIFFERENT RATES AND CHARGES <br />FOR USE OF FACILITIES AND SERVICES OF REDWOOD CITY MARINE HARBOR; AND REPEALING RESOLUTION NO. 2.95, <br />seconded by Councilman Spillers and carried unanimously on roll call. <br />RE-APPOINTMI94T OF PARK AND RECREATION COMMISSIONERS. The City Manager recommended repappointment of William <br />Hanley, Maurice Schultz and Alyn Beals to the Park and Recreation Commission for a term of four years, <br />Ywr ° <br />April 12, 1959 to April 12, 1963. Councilman Spillers moved approval of the City Manager's appoint- <br />ments, seconded by Councilman Herkner and carried. Councilman Rosselli moved to refer this to the <br />City Manager for study and report, seconded by Councilman Weymouth and carried. <br />COUNTY OF SAN MATEO RESOLUTION REQUESTING CANCELLATION OF CITY TAXES ON PORTIONS OF LOTS 10 AND 112 BLOCK 5, <br />RANGE 99 TOWN OF MEZESVILLE.
