Minutes of the Special Meeting <br />Redwood City Council <br />April 2, 19592 2:00 P.M. <br />ON ROLL CALL the following were noted present: Councilmen Ron W. Fields, Floyd D. Granger, Sidney D. <br />Herkner, Robert V. Spillers, Ray Weymouth, Mayor William H.Royer and City Clerk R. S. Dodge. Council- <br />man John S. Rosselli was noted absent. <br />CONSIDERATION OF PROPOSED ANNEXATIONS: LESLIE ANNEXATION NO. 1, LESLIE ANNEXATION NO. 2 AND LESLIE ANNEX- <br />ATION NO. 3. The affidavits of notice of special meeting were ordered filed. After considerable <br />discussion by the officials of San Carlos and Belmont wherein they asked for reconsideration of the <br />annexation of the Leslie area, Councilman Spillers moved that the following affidavits be filed: <br />affidavit of the Clerk in conn ction with the number of registered voters residing within that territory <br />designated as "Leslie Annexation No. 111, affidavit of Arthur U. Eskelin in connection with contiguity <br />of that certain territory designated as "Leslie Annexation No. 1'l, notice of San Mateo County Boundary <br />Commission approval; and adoption of RESOLUTION N0. 2677 BEING A RESOLUTION OF THE COUNCIL OF THE CITY <br />OF REDWOOD CITY GIVING NOTICE OF, AND DECLARING ITS INTENTION TO, INITIATE ON ITS OWN MOTION PROCEED- <br />INGS TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY: DESCRIBING SAID TERRITORY AND DESIGNATING <br />IT BY THE NAME "ISSLIE ANNEXATION NO. 1111r MAKING CERTAIN FINDINGS RESPECTING SAID PROCEEDINGS; AND <br />GIVING NOTICE OF THE TIME AND PLACE SAID COUNCIL WILL HEAR PROTESTS TO SAID ANNEXATION, seconded by <br />Councilman Herkner and carried on roll call, Councilman Rosselli being noted absent. The public hear- <br />ing to be held May 25th. <br />Councilman Granger moved adoption of RESOLUTION NO. 2678 BEING A RESOLUTION OF THE COUNCTL OF THE CITY <br />OF REDWOOD CITY GIVING NOTICE OF, AND DECLARING ITS INTENTION TO, INITIATE ON ITS OWN MOTION PROCEEDINGS <br />TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY; DESCRIBING SAID TERRITORY AND DESIGNATING IT BY <br />THE NAME "'LESLIE ANNEXATION N0. 3"; MAKIdG CERTAIN FINDINGS RESPECTING SAID PROCEEDINGS; AND GIVING <br />NOTICE CF THE TIME AND PLACE SAID COUNCIL WILL HEAR PROTESTS TO SAID ANNEXATION (day 25th),q and ordered <br />the following affidavits filed: affidavit of the Clerk in connection with the number of registered <br />voters residing within that territory designated as "Leslie Annexation No. 311, affidavit of Arthur U. <br />Eskelin in connection with contiguity of that certain territory designated as "Leslie Annexation No. 3", <br />and notice of San Mateo County Boundary Commission approval, seconded by Councilman Fields and carried <br />on roll call, Councilman Rosselli being noted absent. <br />Councilman Weymouth moved adoption of RESOLUTION NO. 2679 BEING A RESOLUTION OF THE COUNCIL OF THE CITY <br />OF REDWOOD CITY GIVING NOTICE OF, AND DECLARING ITS INTENTION TO, INITIATE ON ITS OWN MOTION PROCEED- <br />INGS TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY; DESCRIBING SAID TERRITORY AND DESIGNATING IT <br />BY THE NAME "LESLIE ANNEXATION NO. 2"; MAKING CERTAIN FINDINGS RESPECTING SAID PROCEEDINGS; AND GIVING <br />NOTICE OF THE TIME AND PLACE SAID COUNCIL WILL HEAR PROTESTS TO SAID ANNEXATION (May 25th), and ordered <br />the following affidavits filed: affidavit of the Clerk in connection with the number of registered <br />voters residing within that territory designated "Leslie Annexation No. 211, affidavit of Arthur U. <br />irr <br />Eskelin in connection with contiguity of that certain territory designated as 1"Leslie Annexation No. 2", <br />and notice of San Mateo County Boundary Commission approval, seconded by Councilman Spillers and carried <br />on roll call, Councilman Rosselli being noted absent. <br />OPM <br />Councilman Herkner moved that in the event interested parties and property owners desire further con - <br />side ation on a portion of the annexation that the Council would look favorably on the matters, seconded <br />by Councilman Granger on the basis that the property owners petition for reconsideration. Councilman <br />Weymouth amended the motion to have on record that they have considered the matter with proper present- <br />ation but they would be willing to reconsider. The amendment lost for lack of a second. The original <br />motion lost on roll call with a tie vote, Ccxl= ilmen Granger, Herkner and Mayor Royer voting yes, <br />Councilmen Fields, Spillers, and Weymouth voting no and Councilman Rosselli being noted absent. <br />
