344 <br />Andrew Spinas, City Superintendent of the Redwood City School District, requests a school crossing guard <br />at the intersection of Massachusetts Avenue and Alameda de las Pulgas, Ben Franklin School. The Traffic <br />Bureau recommended the need of a crossing guard. Police Chief Faulstich report that this additional school <br />crossing guard was not anticipated in this year's budget and would require a transfer of $19575.00 if ap- <br />proved. Councilman Fields moved that the City Attorney prepare the necessary resolution tb transfer the <br />funds, seconded by Councilman Spillers. After discussion, it was decided to withdraw the motion and wait <br />to make the transfer at the end of the fiscal years because the Chief had stated that there were some funds <br />in his present budget because he did not hire three police officers until this month. <br />Councilman Granger moved to refer the matter of the school crossing guards financing to the City Manager for <br />checking and a possible solution for the schools to share the cost of providing the school crossing guards, <br />seconded by Councilman Herkner and carried. (MINUTE ORDER #59-141) - <br />Board of Supervisors Resolution No. .11299 commending the Sheriff's Office, the Redwood City Police Depart- <br />ment and other law enforcement agencies participating in the identification of, arrest and apprehension of <br />a suspect in the killing of Hillsborough Police Officer Eugene Doran was read by the City Manager. <br />The City Manager read a copy of the resolution adopted by the City Council of Hillsborough commending the <br />different law enforcement agencies for their assistance in apprehending the suspected slayer of Police <br />Officer Doran. <br />Councilman Fields moved that Councilman Spillers be allowed to leave the United States, seconded by Councilman <br />Herkner and carried. <br />Councilman Spillers moved that the meeting be adjourned, seconded by Councilman Herkner and carried. Fields, Floyd D. Granger, Sidney D. Herkner, <br />John Rosselli, Robert V. Spillers, Ray Weymouth, Mayor William H. Royer and City Clerk R. S. Dodge. Also <br />present were City Manager J. E. Neal, City Attorney Robert J. Castello, City Engineer Glenn M. Jain, Police <br />Chief William Faulstich, Building Inspector S. H. Kreiss, Fire Chief J. L. Lodi, Assessor -Auditor John J. <br />Brophy, Planning Director Dick Wilkinson, Assistant Planning Director Leonard Knittel, Water Superintendent <br />H. L. Winter and Deputy City Clerk Vivian Holmquist. <br />Councilman Spillers moved approval of the minutes of August 24th as mailed, seconded by Councilman Fields and <br />carried. <br />CONTINUATION CF PUBLIC HEARING, GLENWOOD AVENUE -CANYON ROAD AND VICINITY IMPROVEMENTS. The public hearing was <br />declared open. The Mayor announced that the attorney for the district had recommended that the proceedings <br />be terminated and a new hearing be held. Councilman Weymouth moved that the proceedings be terminated, see- <br />anded by Councilman Rosselli. After considerable discussion, Jan S. Michalski, owner of Lot 22, Block 7, <br />stated that with the fact that his property might be improved by the change of grade he was willing to go <br />along with the thinking of the City officials and proceed. Mr. Lebsack stated that because of the City <br />being notified in writing of a protest, then the City, in order to protect themselves and the district, would <br />have to start the proceedings all over.
